Abstract

Perkembangan bidang transportasi adalah hal yang dapat ditemukan di Kota Surabaya. Integrasi transportasi dilaksanakan di Kota Surabaya untuk mendukung pergerakan penumpang dalam menjalani kegiatan sehari-hari. Transportasi seperti Suroboyo Bus dengan tipe rute trunk dan Wirawiri Suroboyo dengan tipe rute feeder diintegrasikan dalam sebuah rute yang bertemu pada titik intermoda yang digunakan sebagai fasilitas pindah moda transportasi oleh penggunanya. Fasilitas intermoda ini membantu penumpang sebagai tempat tunggu dan juga pusat informasi untuk transportasi yang akan dinaiki. Disebutkan dalam Sistem Transportasi Nasional (SISTRANAS), terdapat 3 aspek yang perlu diperhatikan dalam integrasi transportasi, diantaranya keterpaduan pelayanan transportasi, keterpaduan jaringan prasarana transportasi, dan keterpaduan jaringan pelayanan transportasi. Diperlukan adanya evaluasi terhadap fasilitas intermoda dari titik-titik pertemuan Suroboyo Bus dan Wirawiri Suroboyo di Kota Surabaya untuk perkembangan transportasi pada ketiga bidang tersebut. Penelitian dilaksanakan dengan cara survei lapangan terhadap setiap titik intermoda pertemuan kedua transportasi, dengan pengamatan terhadap waktu tunggu penumpang, dan menilai kelengkapan fasilitas intermoda menggunakan 5 variabel, area sekitar, halte, kursi, signage, dan fasilitas pendukung. Setiap variabel diteliti pada setiap fasilitas intermoda yang mempertemukan Suroboyo Bus dan Wirawiri Suroboyo, baik dalam bentuk halte maupun terminal. Berdasarkan hasil pengamatan lapangan dan analisis terhadap data yang diperoleh, didapat bahwa hanya ada 5 dari 12 intermoda yang memenuhi standar pelayanan waktu tunggu penumpang atau sebanyak 41,67% dengan 4 titik intermoda lainnya tanpa ada data waktu tunggu. Kelengkapan fasilitas pada 5 variabel pengamatan di setiap titik intermoda berada pada angka 54% untuk halte, dan 58% untuk terminal. Untuk solusi pembenahan kelengkapan fasilitas pada halte telah dilakukan redesain sesuai variabel kelengkapan fasilitas yang ada, dan untuk pembenahan kelengkapan fasilitas pada terminal menggunakan peraturan PM No.40 Tahun 2015.

The development of the transportation sector is something that can be found in the city of Surabaya. Transportation integration is implemented in the city of Surabaya to support passenger movement in carrying out daily activities. Transportation such as Suroboyo Bus with a trunk route type and Wirawiri Suroboyo with a feeder route type are integrated into a route that meets at an intermodal point which is used as a facility to change modes of transportation by its users. This intermodal facility helps passengers as a waiting place and also an information center for the transportation to be taken. It is stated in the National Transportation System (SISTRANAS), there are 3 aspects that need to be considered in transportation integration, including the integration of transportation services, the integration of transportation infrastructure networks, and the integration of transportation service networks. An evaluation of the intermodal facilities from the meeting points of Suroboyo Bus and Wirawiri Suroboyo in the city of Surabaya is needed for the development of transportation in these three areas. The research was conducted by means of a field survey of each intermodal point where the two transportations meet, by observing passenger waiting times, and assessing the completeness of intermodal facilities using 5 variables, the surrounding area, stops, seats, signage, and supporting facilities. Each variable was studied at each intermodal facility that connects Suroboyo Bus and Wirawiri Suroboyo, both in the form of bus stops and terminals. Based on the results of field observations and analysis of the data obtained, it was found that only 5 out of 12 intermodal facilities met the passenger waiting time service standards or 41.67% with 4 other intermodal points without waiting time data. The completeness of facilities at the 5 observation variables at each intermodal point was at 54% for bus stops, and 58% for terminals. For solutions to improve the completeness of facilities at bus stops, redesign has been carried out according to the existing facility completeness variables, and to improve the completeness of facilities at terminals using PM Regulation No. 40 of 2015.
