Abstract
PT PLN Energi Primer Indonesia sebagai Sub Holding PT PLN (Persero) kesulitan mendapatkan pemasok yang bersedia menjual batubara dengan spesifikasi Middle Rank Coal (MRC) sesuai kebutuhan Pembangkit Listrik Tenaga Uap (PLTU) Jawa 9&10. Tujuan dari penelitian ini adalah menganalisis dan mendapatkan rasio coal blending antara High Rank Coal (HRC) dan Low Rank Coal (LRC) untuk mendapatkan batubara MRC yang sesuai dengan spesifikasi kebutuhan PLTU Jawa 9&10 sebagai upaya peningkatan security of supply, serta menentukan total landed cost yang paling minimum dalam implementasi coal blending tersebut. Metodologi yang digunakan mencakup pengumpulan dan analisis data, perhitungan rasio coal blending menggunakan sistem persamaan linier dua variabel dengan metode substitusi dengan melakukan percobaan berulang, pemilihan Coal Blending Facility (CBF) dan moda transportasi yang tepat, serta perhitungan total landed cost pasokan coal blending PLTU Jawa 9&10 yang terdiri dari harga batubara Freight On Board ditambah dengan biaya coal blending facility dan biaya transportasi batubara. Dari hasil penelitian didapatkan 52 komposisi rasio coal blending batubara MRC dari pemasok batubara HRC dan LRC di area Kalimantan Timur dengan harga minimum terdapat pada calorific value 4.400kcal/kg GAR menggunakan penyedia sea base (floating) independent CBF A di Muara Berau Anchorage serta moda transportasi vessel panamax. Penelitian ini diharapkan dapat memberikan kontribusi dalam meningkatkan security of supply ke PLTU Jawa 9&10, serta PT PLN Energi Primer Indonesia mendapatkan shortlist pemasok yang sesuai untuk implementasi pengiriman coal blending ke PLTU Jawa 9&10

PT PLN Energi Primer Indonesia, a sub-holding of PT PLN (Persero), is facing difficulties in obtaining suppliers willing to sell Middle Rank Coal (MRC) that meets the specifications required by the Jawa 9&10 Steam Power Plants (SPP). The aim of this research is to analyze and determine the coal blending ratio between High Rank Coal (HRC) and Low Rank Coal (LRC) to achieve MRC that meets the specifications required by the Jawa 9&10 SPP, as an effort to enhance security of supply. Additionally, the research aims determine the minimum total landed cost for implementing this coal blending. The methodology used includes data collection and analysis, calculation of the coal blending ratio system of linear equations in two variables using the substitution method by carrying out repeated experiments, selection of the appropriate Coal Blending Facility (CBF) and transportation mode, and calculation of the total landed cost for the coal blending supply to the Jawa 9&10 SPP, which includes Freight On Board coal prices plus blending facility and transportation costs. The research results show 52 MRC coal blending compositions from HRC and LRC coal suppliers in East Kalimantan with the minimum price at a calorific value specification of 4,400 kcal/kg GAR, using a sea base (floating) independent CBF A provider at Muara Berau Anchorage and a panamax vessel transportation mode. This research is expected to contribute to enhancing security of supply to the Jawa 9&10 SPP, and PT PLN Energi Primer Indonesia is expected to obtain a shortlist of suitable suppliers for implementing coal blending deliveries to the Jawa 9&10 PLTU
