Abstract

E-portal Sertifikasi Bidang Maritim merupakan platform yang mempermudah akses layanan sertifikasi, namun evaluasi internal mengungkap nilai Cumulative Layout Shift tinggi yang mengganggu kenyamanan pengguna. Selain itu, pengujian penetrasi mengungkap beberapa kelemahan dalam keamanan yang dapat mengganggu privasi data pengguna. Oleh karena itu, perlindungan data pribadi menjadi kunci utama dalam meningkatkan kepercayaan pengguna, di mana Sertifikasi Bidang Maritim perlu memastikan keamanan data sesuai UU No. 27 Tahun 2022 tentang Perlindungan Data Pribadi untuk mencegah kebocoran data dan mendukung adopsi teknologi e-portal. Penelitian ini bertujuan untuk menganalisis faktor-faktor penerimaan e-portal Sertifikasi Bidang Maritim menggunakan metode Unified Theory of Acceptance and Use of Technology 2 (UTAUT 2), mengevaluasi pengaruh persepsi privacy risk terhadap penerimaan pengguna, serta merumuskan rekomendasi untuk meningkatkan adopsi dan keamanan sistem. Penelitian ini menggunakan metodologi kuantitatif dengan melalui pendekatan survei. Pengumpulan data digunakan kuesioner yang telah tervalidasi dan reliabel dan diberikan kepada 280 responden. Setelah data terkumpul, dilakukan analisis data menggunakan Partial Least Squares Structural Equation Modeling (PLS-SEM) untuk mengevaluasi model penelitian. Hasil penelitian ini menunjukkan effort expectancy, facilitating condition, habit, dan behavioral intention memiliki pengaruh positif signifikan terhadap adopsi dan penggunaan teknologi, menekankan pentingnya kemudahan, dukungan, serta kebiasaan pengguna. Sebaliknya, social influence, price value, privacy risk, dan hedonic motivation cenderung tidak signifikan dalam beberapa konteks, sementara security risk lebih berperan dalam membangun niat dibandingkan perilaku aktual. Analisis adopsi e-Portal Sertifikasi Bidang Maritim menunjukkan bahwa variabilitas behavioral intention sebesar 81,4% dan usage behaviour sebesar 79,8% dipengaruhi secara signifikan oleh effort expectancy, facilitating condition, dan behavioral intention, menekankan pentingnya kemudahan penggunaan dan dukungan teknis.

The Maritime Field Certification E-portal makes it easy to access certification services, but an internal evaluation revealed high Cumulative Layout Shift values that interfered with user convenience. In addition, penetration testing revealed several security flaws that could jeopardize the privacy of user data. Therefore, personal data protection is a key factor in increasing user trust, where Maritime Field Certification needs to ensure data security in accordance with Law No. 27 of 2022 on Personal Data Protection to prevent data leakage and support the adoption of e-portal technology. This study aims to analyze the acceptance factors of the Maritime Field Certification e-portal using the Unified Theory of Acceptance and Use of Technology 2 (UTAUT 2) method, evaluate the effect of perceived privacy risk on user acceptance, and formulate recommendations to improve system adoption and security. This research uses quantitative methodology through a survey approach. Data collection used a questionnaire that has been validated and reliable and given to 280 respondents. After the data was collected, data analysis was conducted using Partial Least Squares Structural Equation Modeling (PLS-SEM) to evaluate the research model. The results of this study show that effort expectancy, facilitating conditions, habit, and behavioral intention have a significant positive influence on technology adoption and use, emphasizing the importance of ease, support, and user habits. In contrast, social influence, price value, privacy risk, and hedonic motivation tend to be insignificant in some contexts, while security risk plays more of a role in building intentions than actual behavior. The analysis of the adoption of the Maritime Field Certification e-Portal shows that the variability of behavioral intention of 81.4% and usage behavior of 79.8% is significantly influenced by effort expectancy, facilitating conditions, and behavioral intention, emphasizing the importance of ease of use and technical support.
