Abstract
PLN UID Banten melayani kebutuhan listrik untuk empat kotamadya dan empat kabupaten di wilayah provinsi Banten. Tantangan keandalan pada tahun 2024 yaitu System Average Interruption Duration Index (SAIDI) sebesar 111,08 menit/pelanggan turun 2% dari realisasi tahun 2023 dan System Average Interruption Frequency Index (SAIFI) sebesar 1,23 kali/pelanggan turun 7% dari realisasi tahun 2023. Salah satu upaya yang dapat dilakukan untuk meningkatkan keandalan tersebut adalah pemasangan perangkat Remote Control (RC) dalam sistem Supervisory Control and Data Acquisition (SCADA) di titik-titik strategis pada jaringan. Dengan cakupan wilayah yang luas serta keterbatasan anggaran dan sumber daya, diperlukan pendekatan yang mampu memprioritaskan pemasangan secara efektif. Upaya ini membutuhkan metode yang tidak hanya mampu menangani berbagai kriteria yang saling bertentangan, tetapi juga menghasilkan keputusan yang berbasis data dan dapat diimplementasikan secara praktis. Penelitian ini menggunakan metode kombinasi Analytic Hierarchy Process (AHP) dan Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). Metode AHP dipilih karena kemampuannya dalam memecah permasalahan kompleks menjadi struktur hierarki yang sistematis, memungkinkan analisis mendalam terhadap kriteria utama seperti SAIDI, SAIFI, dan Energy Not Serve (ENS). TOPSIS digunakan untuk menentukan urutan prioritas dengan mempertimbangkan kedekatan alternatif terhadap solusi ideal positif dan negatif, sehingga memberikan hasil yang sesuai kebutuhan operasional. Hasil penelitian menunjukkan bahwa SAIDI memberikan bobot pengaruh tertinggi sebesar 35,97%, disusul SAIFI sebesar 30,04%, dan ENS sebesar 12,66%. Dari 166 penyulang yang dianalisis, sebanyak 46 penyulang dengan skor prioritas tertinggi akan menjadi target pemasangan RC pada tahun 2025. Pendekatan ini menawarkan rekomendasi strategis yang berbasis data untuk meningkatkan keandalan jaringan, sekaligus mendukung efisiensi operasional dan kepuasan pelanggan.

PLN UID Banten is responsible for the provision of electricity to four municipalities and four districts in Banten province. In 2024, the reliability challenges were characterised by a System Average Interruption Duration Index (SAIDI) of 111.08 minutes/customer, marking a 2% decrease from the 2023 figures, and a System Average Interruption Frequency Index (SAIFI) of 1.23 times/customer, indicating a 7% reduction compared to the previous year. In order to enhance reliability, it is recommended that Remote Control (RC) devices be installed in the Supervisory Control and Data Acquisition (SCADA) system at key points on the network. Given the need to cover a large area while operating within limited budget and resource constraints, it is imperative to employ an effective prioritisation approach. This necessitates a methodology that can not only address numerous conflicting criteria but also generate data-driven decisions that can be readily implemented. The present research utilises a composite approach, integrating the Analytic Hierarchy Process (AHP) and the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). The AHP method was selected due to its capacity to decompose intricate problems into a systematic hierarchical structure, enabling exhaustive analysis of pivotal criteria such as SAIDI, SAIFI, and Energy Not Serve (ENS). TOPSIS was utilised to ascertain the order of priority by evaluating the proximity of alternatives to positive and negative ideal solutions, thereby yielding results that align with operational requirements. The findings indicated that SAIDI exhibited the highest influence weight of 35.97%, followed by SAIFI of 30.04%, and ENS of 12.66%. Of the 166 analysed feeders, 46 with the highest priority scores will be targeted for RC installation in 2025.This approach offers data-driven strategic recommendations to improve network reliability, while supporting operational efficiency and customer satisfaction.
