Abstract
PT PLN UP3 Situbondo merupakan salah satu unit Perusahaan Listrik Negara yang melayani kebutuhan listrik di Kabupaten Situbondo dan Kabupaten Bondowoso. Bisnis utama dari PT PLN UP3 Situbondo adalah jual beli tenaga listrik kepada pelanggan dengan kategori pelanggan rumah tangga, pelanggan bisnis dan pelanggan industri. Tantangan penjualan tenaga listrik tahun 2024 meningkat 5.81% atau 729.3 GWh daripada tahun 2023 sebesar 689.27 GWh. Sehingga untuk mencapai kepuasan pelanggan sangat bergantung pada jaringan listrik yang andal. Keandalan suatu jaringan listrik dicantumkan dalam Key Performance Indicator (KPI) meliputi System Average Interuption Duration Index (SAIDI) dalam satuan menit per pelanggan, System Average Interuption Frequency Index (SAIFI) dalam satuan kali per pelanggan dan Frekuensi Gangguan Tegangan Menengah (FGTM) dalam satuan gangguan per 100 kms. Uraian masalah dalam penulisan ini yaitu pencapaian kinerja keandalan jaringan pada tahun 2023 tidak mencapai target dengan persentase pencapaian berikut; SAIDI 110%, SAIFI 110%, FGTM 95.66%. Ketidaktercapaian tersebut dikarenakan banyaknya gangguan jaringan listrik baik gangguan temporer (kurang dari 5 menit) dan gangguan permanen (lebih dari 5 menit). Untuk peningkatan kinerja keandalan jaringan diperlukan pemeliharaan jaringan yang meliputi sempurna right of way (ROW), sempurna konstruksi dan sempurna material pada 33 penyulang jaringan listrik. Dengan pendekatan Analytic Network Process (ANP) dapat diperoleh urutan prioritas alternatif solusi untuk pemeliharaan penyulang jaringan listrik. Tujuan penelitian ini untuk memberikan rekomendasi prioritas pemeliharaan jaringan listrik sebagai rekomendasi dan dasar pengambilan keputusan manajemen. Hasil analisis terhadap 33 penyulang yang merupakan alternatif solusi dengan menggunakan ANP, diperoleh hasil positif yang mampu meningkatkan kinerja keandalan jaringan hingga 110% dengan tingkat kemiripan antara urutan prioritas dengan realisasi pemeliharaan sebesar 80,8%. Hal ini menunjukkan efektivitas metode ANP dalam mengoptimalkan konfigurasi penyulang. Peningkatan tersebut tidak hanya meningkatkan keandalan tetapi juga berkontribusi terhadap ketahanan sistem secara keseluruhan, yang pada akhirnya mengarah pada layanan yang lebih baik bagi konsumen.

PT PLN UP3 Situbondo is a unit of the State Electricity Company which serves electricity needs in Situbondo Regency and Bondowoso Regency. The main business of PT PLN UP3 Situbondo is buying and selling electricity to customers in the categories of household customers, business customers and industrial customers. The challenge is that electricity sales in 2024 will increase by 5.81% or 729.3 GWh compared to 2023 of 689.27 GWh. To achieve customer satisfaction it really depends on a reliable electricity network. The reliability of an electricity network is listed in the Key Performance Indicator (KPI) including the System Average Interruption Duration Index (SAIDI) in minutes per customer, the System Average Interruption Frequency Index (SAIFI) in units per customer and the Medium Voltage Interruption Frequency (FGTM) in units interruptions per 100 kms. The description of the problem in this writing is that the achievement of network reliability performance in 2023 does not reach the target with details: SAIDI 110%, SAIFI 110%, FGTM 95.66%. This failure was due to the large number of electrical disturbances, temporary interruptions (less than 5 minutes) and permanent interruptions (more than 5 minutes). To improve the reliability performance of the SAIDI, SAIFI and FGTM networks by reducing electrical disturbances, network maintenance is required which includes perfect ROW, perfect construction and perfect materials at 33 feeders. The Analytic Network Process (ANP) method is used to analyze the criteria, sub-criteria and alternative solutions for the goal, namely improving the reliability of the electricity network. With the ANP approach, a priority order of alternative solutions for improving the reliability of the electricity network is obtained. The aim of this research is to provide options and priorities for improving electricity network reliability as a basis for management decision making. The results of the analysis of 33 feeders, which are alternative solutions using ANP, obtained positive results that can increase network reliability performance by 110% with a similarity level between the priority sequence and maintenance realization of 80.8%. This demonstrates the effectiveness of the ANP method in optimizing feeder configurations. Such improvements not only enhance reliability but also contribute to overall system resilience, ultimately leading to better service for consumers.
