Abstract
Transportasi penyeberangan domestik Indonesia sangat penting untuk menjaga keutuhan dan ketahanan semua aspek kehidupan bangsa. Namun, layanan transportasi penyeberangan domestik di Indonesia menunjukkan tingkat kompleksitas yang tinggi di berbagai elemen, termasuk jenis, ukuran, sistem operasi, tantangan yang ditimbulkan oleh kondisi geografis regional, dan hubungannya dengan keadaan sosial masyarakat. Catatan nasional dan internasional mengungkapkan masalah mendasar mengenai peraturan keselamatan. Selain itu, beberapa kecelakaan yang melibatkan moda transportasi ini telah menyoroti bahwa tata kelola yang diterapkan tidak memadai untuk mengelola risiko yang ada. Masalah yang diidentifikasi dalam setiap aspek tata kelola layanan transportasi menunjukkan bahwa setiap fungsi dalam tata kelola tidak secara efektif mengatasi risiko ini. Disertasi ini mengusulkan pendekatan baru untuk mengevaluasi efektivitas tata kelola transportasi penyeberangan domestik Indonesia dalam mengelola risiko (risk governance). Konsep tata kelola berfungsi sebagai rujukan utama untuk mengidentifikasi fungsi operasional dalam sistem dan mengendalikan risiko yang ada. Disertasi ini menekankan pentingnya menetapkan kriteria penerimaan risiko sebagai acuan utama untuk mengoperasikan layanan transportasi. Selain itu, elemen fungsional layanan transportasi penyeberangan domestik dipetakan secara komprehensif menggunakan Functional Resonance Analysis Method (FRAM). Selain itu, model House of Risk (HoR) digunakan untuk mengidentifikasi daftar dan tingkat risiko yang terkait dengan setiap fungsi layanan. Efektivitas model tata kelola dinilai menggunakan metode optimasi sensitivitas berbasis risiko terendah, yang didasarkan pada model jaringan Bayesian yang didukung oleh model Accimap. Hal ini dilakukan utamanya untuk memfasilitasi peningkatan manajemen risiko dalam layanan transportasi penyeberangan domestik. Disertasi ini mengidentifikasi bahwa kriteria penerimaan risiko pemerintah saat ini ambigu, dan program keselamatan yang diterapkan tidak realistis dalam mencapai tingkat target. Selain itu, kompleksitas layanan transportasi muncul terutama dari peraturan yang ada dan rumit diterapkan pada moda transportasi. Selain itu, model evaluasi mengungkapkan bahwa setiap fungsi dalam sistem tata kelola secara signifikan mempengaruhi dinamika risiko. Fungsi tertentu, seperti operator dan regulator, sangat penting dalam membentuk risiko sistem layanan secara keseluruhan. Fungsi-fungsi ini adalah pendorong utama yang dapat mengubah jalannya dinamika risiko. Kontrol dan pengawasan adalah masalah penting dalam sistem tata kelola risiko, di samping prosedur yang tidak tepat di setiap fungsi. Berdasarkan hal tersebut, disertasi ini merekomendasikan agar pemerintah menetapkan tingkat penerimaan risiko yang wajar. Setiap fungsi harus terus beroperasi secara independen, dengan pengawasan yang tepat. Perbaikan diperlukan dalam setiap aspek yang terkait dengan fungsi utama yang diidentifikasi. Pendekatan ini diyakini akan berdampak signifikan pada sistem dan memastikannya tetap dalam kondisi risiko yang dapat diterima.

Indonesian domestic ferry transportation is vital for maintaining the integrity and resilience of all aspects of the nation's life. However, domestic ferry transportation services in Indonesia exhibit a high degree of complexity across various elements, including types, sizes, operating systems, the challenges posed by regional geographical conditions, and their relationship with the social circumstances of the community. National and international records reveal fundamental issues concerning safety regulations. Furthermore, several accidents involving this mode of transport have highlighted that the governance applied was inadequate for managing the existing risks. The identified issues in every facet of the governance of transportation services suggest that they are not effectively addressing these risks. This dissertation proposes a novel approach to evaluate the effectiveness of Indonesia's domestic ferry transportation governance in managing risks (risk governance). The concept of governance serves as the primary lens for identifying operational functions within the system and controlling existing risks. The dissertation emphasises the importance of establishing risk acceptance criteria as the primary reference for operating transportation services. Additionally, the functional elements of domestic ferry transportation services are comprehensively mapped using the Functional Resonance Analysis Method (FRAM). Moreover, the House of Risk (HoR) model identifies the lists and levels of risk associated with each service function. The effectiveness of the governance model is assessed using the lowest risk-based sensitivity optimisation method, grounded in the Bayesian network model supported by the Accimap model. This facilitates improvements in risk management within domestic ferry transportation services. The dissertation also identifies that the current government risk acceptance criteria are ambiguous, and the ongoing safety programmes are unrealistic in achieving the target levels. Additionally, the complexity of the transportation service arises mainly from convoluted regulations applied to the mode of transport. Furthermore, the evaluation model reveals that each function within the governance system significantly influences risk dynamics. Certain functions, such as those of the operator and the regulator, are crucial in shaping the overall service system's risk. These functions are the key drivers that can alter the course of risk dynamics. Control and oversight are critical issues within the risk governance system, alongside
improper procedures in each function. Consequently, the dissertation recommends that the government establish a reasonable level of risk acceptance. Each function should continue to operate independently, with appropriate supervision. Improvements are necessary in every aspect associated with the identified key functions. This approach is believed to significantly impact the system and ensure it remains within acceptable risk conditions.
