Abstract
Dalam rangka mewujudkan percepatan pembangunan jalan tol di Indonesia banyak sekali menghadapi tantangan besar. Hal tersebut karena proyek jalan tol memiliki tingkat kompleksitas tinggi, area yang luas, melibatkan banyak ahli serta stakeholders, dan siklus proyek yang panjang. Beberapa tantangan yang menjadi penyumbang terbesar deviasi negatif pada progres proyek jalan tol adalah proses reviu, pertukaran informasi, dan persetujuan pekerjaan dengan metode konvensional. Fakta tersebut membuktikan bahwa kebanyakan proyek jalan tol di Indonesia mengalami masalah keterlambatan pekerjaan, yang berujung pada penundaan proses konstruksi. Implementasi Building Information Modeling (BIM) dengan Common Data Environment (CDE) adalah alat stimulus untuk BIM Based Collaboration, yang dapat dijadikan solusi proses komunikasi, koordinasi, dan kolaborasi antar stakeholders. Penelitian ini bertujuan untuk menganalisis penerimaan, manfaat, kendala, dan dampak manajemen aset terhadap implementasi CDE pada proyek jalan tol yang menggunakan platform CDE Bina Marga sehingga memberikan dampak terhadap kebijakan pemerintah. Metode pada penelitian ini diawali dengan survei awal dengan observasi lapangan, kajian literatur, perumusan dan klasifikasi variabel, penetapan sampel dan penyusunan kuesioner, survei kuesioner. Selanjutnya dilakukan pengolahan data dengan uji validitas, uji reliabilitas, dan uji Tingkat Capaian Responden (TCR). Kemudian dilakukan analisis data menggunakan quadrant diagram analysis untuk klasifikasi Technology Acceptance Model (TAM) dan analisis kelompok masalah menggunakan data TCR. Terakhir, penelitian ini menghasilkan kesimpulan dan saran berdasarkan analisis dan pembahasan yang telah dilakukan. Hasil penelitian menunjukkan bahwa manfaat implementasi CDE telah dirasakan secara signifikan dengan rata-rata TCR sebesar 87,86%, seperti kemampuan menampilkan gambar 3D permodelan BIM. Tantangan utama kurangnya penyesuaian terhadap implementasi CDE karena kebiasaan sistem kerja konvensional menyumbang rata-rata TCR hambatan dan kendala implmentasi CDE sebesar 69,65%. Selain itu, CDE terbukti memberikan dampak positif pada manajemen aset dengan rata-rata TCR sebesar 88,75%, terutama dalam penyediaan data aset yang lebih kaya saat serah terima. Responden juga menilai bahwa pendekatan berbasis perceived usefulness lebih efektif dalam mendorong adopsi teknologi dibandingkan perceived ease of use.

In achieving the acceleration of toll road development in Indonesia, numerous significant challenges are encountered. This is due to the high complexity of toll road projects, large-scale areas, the involvement of numerous experts and stakeholders, and long project cycles. Some of the major challenges contributing to negative deviations in the progress of toll road projects include the review process, information exchange, and work approvals conducted using conventional methods. These facts demonstrate that most toll road projects in Indonesia face delays in work progress, which ultimately leads to construction process delays. The implementation of Building Information Modeling (BIM) with a Common Data Environment (CDE) serves as a stimulus tool for BIM-Based Collaboration and offers a solution for communication, coordination, and collaboration processes among stakeholders. This research aims to analyze the acceptance, benefits, challenges, and asset management impacts of CDE implementation on toll road projects using the CDE Bina Marga platform, thereby influencing government policy. The research methodology begins with a preliminary survey through field observations, literature reviews, formulation and classification of variables, determination of samples, questionnaire preparation, and followed by a questionnaire survey. Data processing includes validity testing, reliability testing, and respondent achievement level (TCR) analysis. Subsequently, data analysis is conducted using quadrant diagram analysis for the classification of the Technology Acceptance Model (TAM) and problem group analysis using TCR data. Finally, this study concludes with findings and recommendations based on the conducted analysis and discussions. The research results indicate that the benefits of CDE implementation have been significantly recognized, with an average TCR of 87,86%, such as the ability to display 3D BIM models. The main challenge lies in the lack of adaptation to CDE implementation due to conventional work system habits, contributing to an average TCR of 69,65% for obstacles and challenges in CDE implementation. Additionally, CDE has been proven to have a positive impact on asset management, with an average TCR of 88,75%, particularly in providing richer asset data during handover. Respondents also assessed that a perceived usefulness-based approach is more effective in encouraging technology adoption compared to perceived ease of use.
