Abstract
Kabupaten Sidoarjo merupakan bagian dari Surabaya Metropolitan Area yang mengalami pertumbuhan pesat, sehingga meningkatkan kebutuhan akan sarana dan prasarana transportasi yang memadai. Meningkatnya penggunaan kendaraan pribadi menyebabkan kemacetan, terutama di wilayah pedesaan. Oleh karena itu, analisis kinerja angkutan umum pedesaan menjadi penting untuk meningkatkan efisiensi dan efektivitas pelayanan transportasi di daerah ini. Penelitian ini bertujuan untuk mengidentifikasi kinerja angkutan umum pedesaan Lyn HB2 yang aktif beroperasi di Kabupaten Sidoarjo, menganalisis tingkat kepuasan/satisfaction dan harapan pengguna angkutan umum pedesaan Lyn HB2, dan memperkirakan jumlah pengguna yang bersedia melakukan perpindahan dari sepeda motor ke angkutan umum pedesaan Lyn HB2. Metode yang digunakan melibatkan data primer dan sekunder yang diperoleh melalui observasi dan penyebaran kuesioner kepada pengguna angkutan umum pedesaan Lyn HB2, analisis kapasitas kendaraan, survei dinamis dan statis, dan analisis kinerja angkutan umum menggunakan sembilan parameter yang telah ditentukan. Berdasarkan hasil kinerja eksisting, kinerja pelayanan pada Angkutan Umum Pedesaan Lyn HB2 diperoleh hasil bahwa waktu perjalanan adalah 2 jam 22 menit tidak memenuhi standar karena lebih besar dari standar SPM 1,5 jam. Jumlah trip per Kendaraan per Hari Angkutan Umum Pedesaan Lyn HB2 sebanyak 3 trip. Sedangkan waktu siklus (Cycle Time) Angkutan Umum Pedesaan Lyn HB2 adalah 144 menit atau 2 jam 24 menit. Jumlah penumpang rata-rata tiap perjalanan Angkutan Umum Pedesaan Lyn HB2 sebanyak 9 penumpang, Lyn HB2 menggunakan tipe kendaraan minibus dengan kapasitas 12 penumpang duduk. Faktor Muat (Load Factor) sebesar 39% masih berada dibawah Standar SPM LLAJ yakni 70%, artinya sangat memuaskan bagi penumpang, namun sangat merugikan bagi operator karena menunjukkan ketidakefisienan operasional dan menunjukkan kapasitas kendaraan tidak dimanfaatkan secara optimal. Jarak antar kendaraan (headway) Angkutan Umum Pedesaan Lyn HB2 tidak memenuhi Standar Pelayanan Minimal DIRJENHUBDAT Nomor 687 Tahun 2002 yang telah ditetapkan sehingga dapat dikatakan bahwa kinerja Angkutan Umum Pedesaan Lyn HB2 kurang baik. Frekuensi kendaraan 3 per jam sedangkan sesuai standar SPM adalah 12 kendaraan per jam, maka Angkutan Umum Pedesaan Lyn HB2 tidak memenuhi standar SPM LLAJ. Sedangkan waktu sirkulasi Angkutan Umum Pedesaan Lyn HB2 adalah 165,70 menit atau 2 jam 45 menit. Jumlah kendaraan Angkutan Umum Lyn HB2 yang sesuai dengan kebutuhan adalah sebanyak 6 armada. Sementara itu berdasarkan Permenhub Nomor PM 98 Tahun 2013 tentang Standar Pelayanan Minimal Angkutan Orang dengan Kendaraan Bermotor Umum dalam Trayek sebesar 25% sudah memenuhi Standar Pelayanan Minimal Angkutan Orang dan 75% tidak memenuhi Standar Pelayanan Minimal Angkutan Orang.

Sidoarjo Regency is part of the Surabaya Metropolitan Area which is experiencing rapid growth, increasing the need for adequate transportation facilities and infrastructure. The increasing use of private vehicles causes congestion, especially in rural areas. Therefore, analysis of rural public transport performance is important to improve the efficiency and effectiveness of transportation services in this area. This study aims to identify the performance of Lyn HB2 rural public transport actively operating in Sidoarjo Regency, analyze the level of satisfaction and expectations of Lyn HB2 rural public transport users, and estimate the number of users who are willing to switch from motorbikes to Lyn HB2 rural public transport. The method used involves primary and secondary data obtained through observation and distribution of questionnaires to Lyn HB2 rural public transport users, as well as vehicle capacity analysis, dynamic and static surveys, and public transport performance analysis using nine predetermined parameters. Based on the results of existing performance, the service performance of Lyn HB2 Rural Public Transport obtained the result that the travel time is 2 hours 22 minutes does not meet the standard because it is greater than the SPM standard of 1.5 hours. The number of trips per vehicle per day for rural public transportation Lyn HB2 is 3 trips. While the cycle time of the Lyn HB2 Rural Public Transport is 144 minutes or 2 hours 24 minutes. The average number of passengers per trip of Lyn HB2 Rural Public Transport is 9 passengers, Lyn HB2 uses a minibus vehicle type with a capacity of 12 seated passengers. The Load Factor of 39% is still below the SPM LLAJ Standard of 70%, meaning that it is very satisfying for passengers, but very detrimental to operators because it shows operational inefficiency and shows that vehicle capacity is not optimally utilized. The distance between vehicles (headway) of Rural Public Transport Lyn HB2 does not meet the Minimum Service Standards DIRJENHUBDAT Number 687 of 2002 which has been determined so that it can be said that the performance of Rural Public Transport Lyn HB2 is not good. The frequency of vehicles is 3 per hour while the SPM standard is 12 vehicles per hour, so Lyn HB2 Rural Public Transport does not meet the LLAJ SPM standard. While the circulation time of Rural Public Transport Lyn HB2 is 165.70 minutes or 2 hours 45 minutes. The number of Lyn HB2 Public Transport vehicles that meet the needs is 6 fleets. Meanwhile, based on Minister of Transportation Regulation Number PM 98 of 2013 concerning Minimum Service Standards for Transportation of People with Public Motorized Vehicles on Tracks, 25% have met the Minimum Service Standards for Transportation of People and 75% do not meet the Minimum Service Standards for Transportation of People.
