Abstract

Pemerintah terkendala fiskal dalam membiayai proyek infrastruktur karena tingginya biaya konstruksi, perawatan, dan pemeliharaan, sementara kapasitas pemerintah sangatlah terbatas. Land Value Capture (LVC) menjadi salah satu skema pembiayaan infrastruktur yang masih tergolong baru dan perlu dipertimbangkan. Mengingat kebutuhan terhadap infrastruktur diketahui semakin meningkat dan terbatasnya kapasitas ekonomi pemerintah. Mekanisme LVC telah dibahas di berbagai penelitian sebagai strategi yang menjanjikan untuk membiayai pembangunan Infrastruktur. Kesuksesan penerapan LVC dipengaruhi oleh hubungan antar stakeholder yang terlibat. Kolaborasi yang tidak efektif antara stakeholder dapat menyebabkan kegagalan dalam penerapan LVC. Penelitian ini membahas bagaimana bentuk dan besar pengaruh faktor penentu partisipasi efektif stakeholder terhadap kesuksesan LVC pada Pengembangan Proyek Jalan Tol.
Penelitian ini menggunakan Metode Regresi Linier Berganda untuk menggambarkan pengaruh antara dukungan, kolaborasi, preventif konflik, keterlibatan dan komunikasi, kompetensi, serta strategi sebagai faktor penentu partisipasi efektif stakeholder terhadap kesuksesan LVC. Penelitian ini diharapkan menghasilkan pemahaman kritis dan kajian terkait faktor penentu partisipasi efektif stakeholder yang memengaruhi kesuksesan penerapan LVC pada pengembangan Proyek Jalan Tol.
Hasil penelitian ini menunjukkan bahwa faktor dukungan, preventif konflik, keterlibatan dan komunikasi, kompetensi, dan strategi berpengaruh simultan ke arah positif terhadap partisipasi efektif stakeholder dalam kesuksesan LVC. Kolaborasi tidak searah dengan faktor lainnya dalam memengaruhi partisipasi efektif stakeholder dalam kesuksesan LVC. Sehingga hasil ini menunjukkan bahwa apabila kolaborasi meningkat dimana hal yang meningkat adalah kualitas kolaborasi yang tidak efektif maka kesuksesan LVC akan menurun.

The government is fiscally constrained in financing infrastructure projects due to the high cost of construction, maintenance, and upkeep, while the government's capacity is limited. Land Value Capture (LVC) is a relatively new infrastructure financing scheme that needs to be considered. Considering that the demand for infrastructure is known to be increasing and the limited economic capacity of the government. Various studies have discussed the LVC mechanism as a promising strategy for financing infrastructure development. The relationship between the stakeholders involved influences the success of LVC implementation. Ineffective collaboration between stakeholders can lead to failure in LVC implementation. This research discusses how the form and magnitude of effective stakeholder participation influence the success of LVC implementation in Toll Road Project Development.
This research uses the Multiple Linear Regression Method to describe the influence of support, collaboration, conflict prevention, involvement and communication, competence, and strategy as determinants of stakeholder effective participation in LVC success. This research is expected to produce a critical understanding and assessment of the determinants of effective stakeholder participation that influence the success of LVC implementation in the development of Toll Road Projects.
The results of this study show that the factors of support, conflict prevention, involvement and communication, competence, and strategy have a simultaneous positive effect on stakeholders' effective participation in LVC success. Collaboration is not in the same direction as other factors in influencing stakeholders' effective participation in LVC success. Therefore, this result shows that if ineffective collaboration increases, LVC success will decrease.
