Abstract

Penelitian ini mengangkat pentingnya pengakuan terhadap kawasan tepi air, seperti sungai, yang tidak hanya sebagai elemen alamiah tetapi juga sebagai aset ekologis, sosial budaya, dan estetika yang berharga bagi masyarakat. Fokus penelitian adalah pada kawasan sempadan Sungai Kayoon di Surabaya, Indonesia, yang menunjukkan kurangnya integrasi aspek sejarah dalam perencanaan berbasis identitas kawasan. Kondisi saat ini menunjukkan bahwa identitas historis kawasan Kayoon semakin memudar akibat aktivitas ekonomi dan perubahan ekologis, sehingga diperlukan kriteria pembangunan berkelanjutan yang mengintegrasikan konteks sejarah dan dinamika ekonomi. Penelitian ini memiliki tiga sasaran dengan metodologi yang berbeda: (1) Mengidentifikasi konflik antara nilai sejarah, ekologis, sosial, dan ekonomi menggunakan metode character appraisal; (2) Menganalisis kriteria penataan kawasan waterfront Kayoon menggunakan metode Delphi untuk mendapatkan opini ahli dengan meminimalkan bias; dan (3) Merumuskan konsep penataan kawasan Kayoon sebagai waterfront bergaya Java Colonial melalui analisis deskriptif kualitatif yang didukung oleh observasi empiris dan best practices. Hasil penelitian menghasilkan kriteria utama penataan berdasarkan aspek lingkungan, ekonomi, dan sosial budaya: (1) Pelestarian lingkungan melalui ruang terbuka hijau, peningkatan estetika Sungai Kalimas, dan integrasi aktivitas budaya; (2) Pemanfaatan lahan yang tepat dengan aksesibilitas waterfront serta pelestarian arsitektur kolonial; (3) Pemberdayaan ekonomi melalui dukungan UMKM lokal, aktivitas berbasis pariwisata, dan peningkatan konektivitas transportasi; serta (4) Inklusivitas sosial budaya melalui fasilitas publik, bazar tematik, dan revitalisasi identitas kolonial melalui galeri, museum, serta wisata berbasis sungai. Konsep yang diusulkan menggambarkan kawasan waterfront yang harmonis, fungsional, dan autentik dengan mengintegrasikan keberlanjutan lingkungan, vitalitas ekonomi, inklusivitas sosial budaya, dan pelestarian sejarah. Penataan ini mencakup ruang hijau, revitalisasi arsitektur kolonial, infrastruktur pariwisata yang berkelanjutan, pemberdayaan ekonomi lokal, serta praktik berkelanjutan untuk memperkuat identitas dan daya tarik kawasan Kayoon sebagai ruang perkotaan berbasis warisan budaya.

This study highlights the significance of recognizing waterfronts, such as rivers, as not only natural elements but also valuable ecological, socio-cultural, and aesthetic assets for communities. The research focuses on Kayoon Riverbank in Surabaya, Indonesia, addressing the lack of studies that integrate historical aspects into the area's identity-based spatial planning. The current condition of Kayoon has diminished its historical identity due to economic activities and ecological changes, necessitating criteria for sustainable development that incorporates historical context and economic dynamics. The study employs three objectives with distinct methodologies: (1) Identifying conflicts between historical, ecological, social, and economic values using the character appraisal method, (2) Analyzing criteria for the spatial planning of Kayoon waterfront using the Delphi method to gather expert opinions while minimizing bias, and (3) Formulating the Kayoon waterfront planning concept as a Java Colonial waterfront through descriptive qualitative analysis supported by empirical observations and best practices. The findings outline key planning criteria based on environmental, economic, and socio-cultural aspects: (1) Environmental preservation through green open spaces, enhancement of the Kalimas River's aesthetics, and integration of cultural activities; (2) Appropriate land use emphasizing waterfront accessibility and colonial architectural preservation; (3) Economic empowerment through local MSME support, tourism-based activities, and improved transportation connectivity; and (4) Socio-cultural inclusivity through public facilities, thematic bazaars, and the revitalization of colonial identity via galleries, museums, and river-based tourism. The proposed concept envisions a harmonious, functional, and authentic waterfront that integrates environmental sustainability, economic vitality, socio-cultural inclusivity, and historical preservation. This includes green spaces, revitalized colonial architecture, inclusive tourism infrastructure, local economic empowerment, and sustainable practices to reinforce the identity and appeal of Kayoon as a heritage-driven urban space.
