Abstract

Salah satu sistem yang menunjang operasional produksi minyak dan gas di Tambun field adalah sistem kelislitrikan, yang dihasilkan dari power plant. Beberapa tahun terakhir ini telah terjadi beberapa gangguan pada power plant Tambun field yang menyebabkan terjadinya power blackout sehingga menyebabkan terganggunya operasional perusahaan dan menimbulkan kerugian bagi perusahaan. Dalam Penelitian ini, dilakukan analisis bahaya pada unit Power Plant PT. Pertamina EP Tambun Field dengan menggunakan metode Hazard and Operability Study (HAZOP) secara Focus Group Discussion (FGD) guna mengetahui kemungkinan terjadinya bahaya pada unit Power Plant PT. Pertamina EP Tambun Field. Selanjutnya pada hasil HAZOP untuk katagori high risk menjadi prioritas dilakukan tindakan pencegahan meminimalkan/ menghilangkan risk agent dengan menggunakan metode House of Risk for safety, health, etc. (HORshe). Pada HORshe fase pertama didapat indentifikasi 20 risk event dan 20 risk agent, kemudian masuk ke tahap HORshe fase kedua ditentukan risk agent yang perlu mendapatkan prioritas tindakan pencegahan, serta ditentukan prioritas Preventive Action (PA) yang dianggap paling efektif, dan pada tahap HORshe fase ketiga ditentukan penilaian residual risk sebagai bahan evaluasi pada HORshe fase ketiga, didapatkan hasil 12 Risk agent terjadi penurunan yang sangat tinggi dari ARP sebelumnya setelah dilakukan preventive action. Adapun nilai residual risk peringkat 5 teratas antara lain : Tidak ada Panel Syncrone Genset Guascor dan Deutz ; Tidak adanya Diesel Engine Generator Emergency ; Methane Number dari Fuel Gas mengalami penurununan ; Terdapat kadar H2S yang cukup tinggi pada gas Fuel ; Kebocoran pada pompa, piping system, Heat Exchanger, Safety relief valve pada oil cooling. Residual Risk Agent perlu dilakukan treatment kembali sesuai rekomendasi dari penelitian ini, sehingga Reliability dan Availability Operasional Power Plant Tambun Field menjadi tinggi dan mengurangi Shutdown Power Plant Tambun Field.

One of the systems that supports oil and gas production operations at the Tambun field is the electrical system, which is generated by the power plant. In recent years, several disruptions have occurred at the Tambun field power plant, leading to power blackouts that have disrupted company operations and caused financial losses. This research conducts a hazard analysis on the Power Plant unit at PT Pertamina EP Tambun Field using the Hazard and Operability Study (HAZOP) method through Focus Group Discussions (FGD) to identify potential hazards in the Power Plant unit. The results from the HAZOP analysis, categorized as high risk, become a priority for preventive actions to minimize or eliminate risk agents using the House of Risk for safety, health, etc. (HORshe) method. In the first phase of HORshe, 20 risk events and 20 risk agents were identified. Then, in the second phase of HORshe, priority risk agents for preventive actions were determined, and the most effective Preventive Actions (PAs) were selected. In the third phase of HORshe, residual risk assessments were made for evaluation. The results showed a significant reduction in the 12 risk agents after the preventive actions were implemented. The top five residual risks include: 1) no syncrone panel for the guascor and deutz gensets; 2) absence of an emergency diesel engine generator; 3) decreased methane number in fuel gas; 4) high h2s content in fuel gas; 5) leaks in pumps, piping systems, heat exchangers, and safety relief valves in oil cooling systems. Residual Risk Agents need to be treated again according to the recommendations from this research, thereby increasing the Reliability and Availability of the Tambun Field Power Plant and reducing Tambun Field Power Plant Shutdown.
