Abstract
Pelayaran internasional memberikan 2,89% emisi karbon terhadap emisi karbon dunia sehingga International Maritime Organization (IMO) menetapkan target untuk mengurangi emisi karbon setidaknya 30% pada tahun 2030 dan 100% pada 2050. Dengan industri maritim yang sangat bergantung dengan bahan bakar fosil, IMO kini menetapkan regulasi Carbon Intensity Indocator yang diharuskan untuk kapal dengan ukuran lebih besar dari 5.000 GT. Dampak dari regulasi ini mengharuskan perusahaan pelayaran untuk seluruh armada kapal dengan ukuran lebih dari 5.000 GT untuk memiliki Ship Energy Efficiency Management Plan (SEEMP) Part III sebagai dokumen untuk menilai perencaanan efisiensi bahan bakar. Penelitian ini bertujuan untuk mengetahui langkah dan perancangan dokumen SEEMP Part III dan mengetahui dampak operasional dan finansial dari penerapan SEEMP Part III yang telah dirancang. Metode yang digunakan dalam penelitian yaitu Marginal Abatement Cost dan Cost Benefit Analysis. Didapatkan hasil penggunaan Shapoli tidak dapat membantu kapal denagn emisi karbon tinggi untuk memenuhi regulasi yang ada. Penggunaan EPL dan kombinasi EPL dan Shapoli mampu mengurangi emisi karbon hingga 16%. Namun memberikan dampak terhadap pengurangan frekuensi tahunan, kenaikan biaya operasional dan biaya kapital dan penurunan pendapatan tahunan. Hal ini dapat dipenuhi dengan menaikan tarif pengiriman peti kemas 22%-30% dari tarif sebelumnya.

International shipping contributes 2.89% of carbon emissions to global carbon emissions, by that the International Maritime Organization (IMO) has set a target to reduce carbon emissions by at least 30% by 2030 and 100% by 2050. With the maritime industry heavily dependent on fossil fuels, IMO has now set Carbon Intensity Indicator regulation that is required for ships larger than 5,000 GT. The impact of this regulation requires shipping companies for all fleets of ships larger than 5,000 GT to have a Ship Energy Efficiency Management Plan (SEEMP) Part III as a document to assess fuel efficiency planning. This study aims to determine the steps and design of the SEEMP Part III document and the operational and financial impacts of implementing the SEEMP Part III that has been designed. The study used Marginal Abatement Cost and Cost-Benefit Analysis methods. The results showed that Shapoli could not help ships with high carbon emissions meet existing regulations. The use of EPL and the combination of EPL and Shapoli can reduce carbon emissions by up to 18%. However, it impacts annual round trip frequency, increasing operational and capital costs and decreasing annual income. This can be met by increasing container shipping rates by 22% -30% from the previous rate.
