Abstract
Isu pemanasan global yang membuat setiap negara mengubah kebijakan terkait penggunaan bahan bakar fosil pada pembangkit listrik menjadi Energi Baru Terbarukan (EBT). Penelitian ini berfokus pada tantangan keberlanjutan Pembangkit Listrik Tenaga Uap (PLTU) di Indonesia, yang dominan dalam sistem pembangkit listrik namun berkontribusi besar terhadap emisi Gas Rumah Kaca (GRK). Dalam konteks peningkatan konsumsi energi dan upaya global untuk menekan pemanasan global, studi ini mengusulkan metode evaluasi efisiensi operasional dan lingkungan PLTU menggunakan Data Envelopment Analysis (DEA) serta evaluasi produktivitas menggunakan Malmquist Productivity Index (MPI). DEA dan MPI digunakan untuk mengukur efisiensi dan produktivitas PLTU di Indonesia dengan input biaya operasional, dan konsumsi batu bara , serta output berupa produksi listrik dan emisi CO2, SO2, NOx, Hg, dan partikulat. Hasil penelitian menunjukkan bahwa efisiensi PLTU di Indonesia bervariasi secara signifikan. Beberapa PLTU mencapai tingkat efisiensi yang tinggi, sementara yang lain menunjukkan efisiensi rendah akibat kendala operasional dan lingkungan. Beberapa PTU mengalami perubahan produktivitas yang signifikan. Rekomendasi untuk peningkatan kinerja PLTU melalui penurunan emisi melalui teknologi bersih. Temuan ini dapat membantu pembuat kebijakan dalam menetapkan regulasi yang mendukung energi hijau dan mengurangi dampak lingkungan.

The issue of global warming has prompted countries worldwide to revise policies related to the use of fossil fuels in power generation, shifting toward Renewable Energy Sources. This study focuses on the sustainability challenges of Coal-Fired Power Plants (CFPPs) in Indonesia, which dominate the power generation system but significantly contribute to Greenhouse Gas Emissions (GHG). In the context of increasing energy consumption and global efforts to mitigate global warming, this research proposes a method to evaluate the operational and environmental efficiency of CFPPs using Data Envelopment Analysis (DEA) and to assess productivity through the Malmquist Productivity Index (MPI). DEA and MPI are applied to measure the efficiency and productivity of PLTUs in Indonesia using inputs such as operational costs and coal consumption, with outputs including electricity production and emissions of CO2, SO2, NOx, Hg, and particulates. The findings reveal significant variations in the efficiency of PLTUs in Indonesia. Some CFPPs achieve high levels of efficiency, while others exhibit low efficiency due to operational and environmental constraints. Additionally, some CFPPs experience notable changes in productivity. Recommendations for improving CFPPs performance include reducing emissions through clean technologies. These findings can assist policymakers in formulating regulations that support green energy and minimize environmental impact.
