Abstract

Pemilihan sub-kontraktor yang tepat memainkan peran krusial dalam keberhasilan proyek konstruksi, terutama dalam pembangunan infrastruktur strategis seperti Proyek Pembangunan Jalan Bebas Hambatan Seksi 6B di Ibu Kota Nusantara. Proyek ini mengalami keterlambatan dan deviasi biaya sebesar 4,43% akibat pemilihan sub-kontraktor yang hanya didasarkan pada dua kriteria umum, yaitu pengalaman dan harga terendah dan tidak mempertimbangkan kriteria tambahan yang penting seperti kualifikasi teknis dan kemampuan manajerial, yang dapat mengurangi risiko proyek. Penelitian ini bertujuan mengidentifikasi dan menganalisis kriteria pemilihan sub-kontraktor untuk meningkatkan keberhasilan proyek serta mengurangi risiko keterlambatan dan biaya tambahan berdasarkan pengalaman dan penilaian pihak-pihak yang terlibat. Berdasarkan penelitian terdahulu, beberapa metode selama ini digunakan tidak menjamin kekurangan keterlambatan dan deviasi biaya. Sehingga metode lainnya yang lebih efektif perlu dicoba untuk mengurangi kelemahan pada metode sebelumnya, metode yang digunakan adalah metode Delphi-Dematel-ANP. Berdasarkan hasil metode Delphi melalui tiga putaran survei ditemukan tujuh kriteria dan subkriteria yang selanjutnya dianalisis menggunakan metode DEMATEL untuk melihat hubungan antar kriteria dan sub-kriteria serta mengidentifikasi kriteria dan sub-kriteria yang lebih dominan sebagai penyebab atau akibat. Selanjutnya, analisis ANP digunakan untuk melihat kriteria dan sub-kriteria prioritas. Hasil pada penelitian ini menunjukan bahwa kriteria Harga memiliki nilai bobot prioritas tertinggi (23%), Kualitas (21%), Teknis (18%), K3L (12%), Delivery (13%), Organisasi (8%), Internal (6%). Sedangkan sub-kriteria Harga Penawaran (16%) memiliki bobot prioritas, diikuti oleh Standard Quality (8%), Metode Pembayaran (7%), Metode Delivery Material & Alat (7%), Manajemen Limbah (7%), dan Kualitas Spesifikasi (7%) sebagai sub-kriteria dengan nilai bobot prioritas tertinggi.

The selection of the appropriate subcontractor plays a crucial role in the success of construction projects, especially in the development of strategic infrastructure such as the Toll Road Construction Project Section 6B in the Capital City of Nusantara. This project experienced delays and a cost deviation of 4.43% due to subcontractor selection being based solely on two general criteria: experience and the lowest price, without considering additional important criteria such as technical qualifications and managerial capabilities, which could mitigate project risks. This study aims to identify and analyze subcontractor selection criteria to improve project success and reduce the risk of delays and additional costs, based on the experiences and assessments of the involved stakeholders. Previous studies have shown that several methods used thus far do not guarantee the reduction of delays and cost deviations. Therefore, more effective methods need to be explored to address the weaknesses of the previous methods. The methodology employed in this study is the Delphi-Dematel-ANP approach. Based on the results of the Delphi method through three rounds of surveys, seven criteria and sub-criteria were identified and further analyzed using the DEMATEL method to examine the relationships between the criteria and sub-criteria, and to identify the more dominant criteria and sub-criteria as causes or effects. Subsequently, the ANP analysis was used to prioritize the criteria and sub-criteria. The results of this study show that the Price criterion holds the highest priority weight (23%), followed by Quality (21%), Technical (18%), Delivery (13%), Organization (8%), and Internal (6%). Meanwhile, the Bid Price sub-criterion (16%) has the highest priority weight, followed by Standard Quality (8%), Payment Method (7%), Material & Equipment Delivery Method (7%), Waste Management (7%), and Specification Quality (7%) as the sub-criteria with the highest priority weight.
