Abstract

Kebijakan Zona Emisi Rendah di Kawasan Kota Tua Jakarta bertujuan untuk membatasi pergerakan kendaraan bermotor pribadi demi mengurangi emisi gas di udara dan meningkatkan kualitas udara di Jakarta. Namun banyak kendaraan bermotor yang melintas di area tersebut. Kendaraan bermotor yang melintasinya memancarkan emisi gas kendaraan berupa karbon monoksida (CO) yang dapat mengakibatkan pencemaran udara. Studi ini bertujuan untuk menilai LEZ dengan menghitung taksiran emisi kendaraan yang dikeluarkan di zona rendah emisi Kota Tua Jakarta, yaitu jalan di Kali Besar, Kunir, dan Kemukus Lada Dalam, serta ruas jalan di Surabaya, yaitu Mayjend Sungkono, Joyoboyo, dan Darmo. Penelitian dilaksanakan dengan menghitung volume lalu lintas dan mengumpulkan data volume lalu lintas setiap ruas jalan. Hasil perhitungan lalu lintas tersebut selanjutnya dianalisis menggunakan rumus untuk menghitung estimasi emisi kendaraan. Berdasarkan hasil penelitian, total estimasi emisi kendaraan bermotor di Jalan Kali Besar selama perhitungan mingguan mencapai 788.656,57 gram. Di Jalan Kunir, total emisi kendaraan selama seminggu diperkirakan mencapai 1.366.240,36 gram, sedangkan di Jalan Kemukus-Lada Dalam, perhitungan emisi kendaraan menunjukkan total emisi mingguan sebesar 1.333.504,20 gram. Hasil analisis emisi antara ruas jalan LEZ dan di Surabaya menunjukkan bahwa beberapa ruas jalan di LEZ memiliki emisi yang lebih tinggi dibandingkan Jalan Mayjend Sungkono pada pagi hari saat jam sibuk di hari kerja, namun emisi lebih rendah pada sore hari saat jam sibuk dibandingkan Jalan Mayjend Sungkono dan Jalan Joyoboyo. Oleh sebab itu, pada akhir pekan, ketiga jalur di LEZ Jakarta menghasilkan emisi yang lebih tinggi dibandingkan dengan jalanan di Surabaya.

Low Emission Zone policy in the Old Town Area of Jakarta's goal is to limit the movement of private motorized vehicles in order to reduce gas emissions in the air in order to improve air quality in Jakarta. However, many motorized vehicles that pass through the area. Motorized vehicles that pass through emit vehicle gas emissions in the form of carbon monoxide (CO) which can cause air pollution. The study aims on evaluating the LEZ by calculating the estimated vehicular emissions generated in the low emission zones of Kota Tua Jakarta, namely roads in Kali Besar, Kunir and Kemukus Lada Dalam with road segments in Surabaya, namely Mayjend Sungkono, Joyoboyo, and Darmo. The study was carried out by counting traffic volume and obtaining traffic volume data for each road section. The results of the traffic counts are then calculated using a formula to calculate estimated vehicle emissions. Based on the result shows that on Kali Besar Road, The weekly calculations of estimated motor vehicle emissions indicated a total of 788.656,57 grams. At Kunir Road, estimated vehicle emissions were added up and found to total vehicle emissions for the week at 1.366.240,36 grams and at Kemukus-Lada Dalam Road, the calculations of vehicle emissions indicate that the total weekly emissions reached 1.333.504,20 grams. The result of emissions comparison between LEZ road segments with in Surabaya shows that some of the roads in LEZ are have higher emissions than Mayjend Sungkono Road during morning peak hour in weekday and lower emissions during afternoon peak hour than in Mayjend Sungkono Road and Joyoboyo Road. Therefore, in the weekend, all the three road segments in LEZ Jakarta are have higher emissions than roads in Surabaya.
