Abstract

Pembangkit Listrik Tenaga Uap (PLTU) Jawa 7 merupakan salah satu pemasok energi listrik di Pulau Jawa, menghasilkan 12.632 GWh listrik pada tahun 2023, atau menyumbang 5,77 persen dari total produksi listrik di Pulau Jawa dan setara 42 persen di Provinsi Banten. Sistem kelistrikan di PLTU Jawa 7 merupakan salah satu sistem yang penting untuk menjaga kestabilan operasional pembangkit. Sepanjang Tahun 2023 tercatat 136 gangguan peralatan sistem kelistrikan, dengan dua diantaranya mengakibatkan trip atau pemadaman salah satu pembangkit dan satu memicu derating atau penurunan daya listrik, ini berdampak pada operasi dan mengakibatkan kerugian perusahaan. Tujuan dari penelitian ini adalah untuk menggunakan Failure Mode and Effect Analysis (FMEA) dan Fault Tree Analysis (FTA) untuk mendeteksi, mengevaluasi, dan mengurangi risiko kegagalan. Temuan analisis menunjukkan bahwa short circuit pada sistem distribusi 10kV, bearing problem pada generator, misoperation UPS, dan charging module problem pada sistem DC menimbulkan risiko kritikal, sebagaimana ditunjukkan oleh nilai Risk Priority Number (RPN) dan Risk Score tertinggi. Analisis FTA menunjukkan kemungkinan risiko yang diakibatkan oleh sejumlah variabel, termasuk kegagalan pasokan daya input, pelumas yang tidak memadai, dan kegagalan isolasi motor. Nilai RPN dan Risk Score untuk semua variabel kegagalan utama berhasil dikurangi dengan mitigasi yang dilakukan, misalnya, RPN untuk short circuit berkurang dari 45 menjadi 10 dan Risk Score dari 15 menjadi 10. Demikian pula setelah mitigasi dilakukan, nilai RPN dan Risk Score untuk bearing problem, misoperation UPS, dan charging module problem dapat menurun.

The Java 7 Coal Fire Power Plant (CFPP) is one of the electricity suppliers on Java Island, producing 12,632 GWh of electricity in 2023, or contributing 5.77 percent of the total electricity production on Java Island and equivalent to 42 percent in Banten Province. The electrical system at the Java 7 PLTU is one of the important systems to maintain the operational stability of the power plant. Throughout 2023, there were 136 electrical system equipment disruptions, with two of them resulting in a trip or blackout of one of the generators and one triggering derating or a decrease in electrical power, this had an impact on operations and resulted in company losses. The purpose of this study is to use Failure Mode and Effect Analysis (FMEA) and Fault Tree Analysis (FTA) to detect, evaluate, and reduce the risk of failure. The analysis findings indicate that short circuits in the 10kV distribution system, bearing problems in generators, UPS misoperation, and charging module problems in the DC system pose critical risks, as indicated by the highest Risk Priority Number (RPN) and Risk Score values. The FTA analysis shows the potential risks caused by a number of variables, including input power supply failure, inadequate lubricants, and motor insulation failure. The RPN and Risk Score values for all major failure variables were successfully reduced by the mitigation performed, for example, the RPN for short circuit was reduced from 45 to 10 and the Risk Score from 15 to 10. Likewise, after the mitigation was performed, the RPN and Risk Score values for bearing problems, UPS misoperation, and charging module problems were reduced.
