Abstract

Konsep Rural Wealth Creation (RWC) dapat menjadi pendekatan dalam bagaimana mengembangkan desa secara ekonomi, melalui peningkatan potensi aset seperti fisik, finansial, SDA, SDM, dan sosial agar mandiri secara ekonomi, yang akhirnya berkontribusi ke faktor lainnya seperti infrastruktur, serta membuka kesempatan potensi ekonomi desa yang lain atau masyarakat yang ingin tumbuh dan berkembang di desa. Penelitian ini bertujuan untuk mengidentifikasi bagaimana penerapan pengembangan ekonomi desa, khususnya desa pesisir di Jawa Timur melalui pendekatan RWC. Pengambilan data dilakukan secara multi-method, dengan penentuan prioritas melalui analisis delphi berdasarkan hasil wawancara stakeholder, kemudian pemberian kuesioner kepada nelayan dan pemilik tambak yang telah ditentukan melalui probabilistic sampling untuk menentukan faktor yang berpengaruh ke mereka sesuai konteks. Serta dilanjutkan dengan in-depth interview untuk mengidentifikasi bagaimana keunggulan, kelemahan dan efektifitas konsep ini di lapangan. Kemudian dilakukan penyusunan kebijakan untuk menghasilkan rekomendasi pengembangan ekonomi desa pesisir di Jawa Timur. Dari analisis tersebut terhadap dua wilayah dengan studi kasus yang berbeda, ditemukan bahwa dari variabel hasil interpretasi capital RWC tidak banyak berpengaruh terhadap penghasilan Nelayan dan Petani Tambak, sehingga ada pengaruh dari variabel atau capital lain yang ada diluar penelitian. Selain itu, berhasilnya pengembangan ekonomi dengan pendekatan RWC akan banyak berpengaruh dan dipengaruhi oleh aspek finansial termasuk akses pendanaan, program bantuan dan pemberdayaan masyarakat, didukung oleh aspek capital lain seperti Sosial, Intelektual, Budaya, Fisik dan SDA. Maka dari hasil tersebut, strategi untuk kedua studi kasus akan berfokus ke pengembangan aspek Finansial dan Sosial sebagai aspek capital utama, serta aspek capital Intelektual, Budaya dan Fisik sebagai aspek capital pendukung

The Rural Wealth Creation (RWC) concept can be an alternative to how developing a village economy, by increasing its assets including physical, financial, natural, human capital, and social capital which leads to contributing to other factors like infrastructure and opening other economic potentials or villagers who want to grow their business. This research aims to identify how RWC can be applied to village economic development, especially in coastal villages in East Java. This research was also multi-method, first by using a Delphi analysis to determine which capital is being prioritized based on interviews with stakeholders, then asking local fishermen and farmers to determine which factors influence them. Then identify the advantages, weaknesses, and effectiveness of this concept if it was implemented. Finally, there were policy-making processes to give strategies on how coastal village economic development can be implemented based on the RWC concept. From those analyses, the two research areas had different study cases. It was found that RWC capital variables have small influences on their incomes, so it's likely there was another variable or capital that influenced them outside this research. Beside that, the successes of this approach will have a lot of influence and be influenced by financial capital including access to funding, assistance program, and community development, also supported by other capitals like Social, Intellectual, Cultural, Physical and Natural. Also, from this result, came strategy to both study cases on how they can develop its economies, with Financial and Social as main capital, with Physical, Cultural, and Intellectual can supports it.
