Abstract

Kondisi infrastruktur jalan yang baik sangat penting untuk mendukung pertumbuhan ekonomi dan sosial. Jalan yang terawat dapat meningkatkan efisiensi transportasi, mengurangi waktu tempuh, dan menekan biaya operasional kendaraan. Namun, banyak jalan yang rusak akibat cuaca ekstrem, volume kendaraan tinggi, dan kurangnya perawatan rutin. Perkerasan lentur yang menggunakan campuran aspal dan agregat menjadi solusi, tetapi kebutuhan aspal di Indonesia mencapai 1,2 juta ton per tahun, sementara pasokan dalam negeri hanya mampu memenuhi 45-50% dari kebutuhan, sehingga impor diperlukan. Evaluasi kerusakan jalan menjadi langkah penting untuk menentukan strategi perbaikan yang tepat. Metode PKRMS dan metode Bina Marga sering digunakan untuk menganalisis kondisi jalan. PKRMS menilai kerusakan secara kuantitatif, sementara Bina Marga menggunakan standar teknis nasional. Kombinasi keduanya memberikan analisis akurat untuk perencanaan perbaikan. Sebagai alternatif mengatasi kekurangan aspal, Aspal Batuan Buton (Asbuton) dari Pulau Buton dapat digunakan, meski memerlukan proses tambahan seperti pencampuran dengan agregat dan bahan modifier. Metode inovatif Cold Paving Hot Mix Asbuton (CPHMA) memungkinkan perbaikan jalan pada suhu rendah, sehingga lebih efisien dalam berbagai kondisi cuaca. Hasil analisis di Ruas Ponorogo-Biting (Link 140) menunjukkan perbedaan hasil antara metode PKRMS yang menilai jalan "Baik" dan metode Bina Marga yang merekomendasikan "Pemeliharaan Rutin." CPHMA terbukti lebih tahan lama daripada Hot Mix, dengan lebih sedikit titik perbaikan ulang (5 vs. 20 titik) antara Triwulan 1 2023 hingga Triwulan 2 2024. Meskipun harga satuan CPHMA lebih tinggi, total biaya perbaikannya lebih rendah, yakni Rp 21.784.185,20, dibandingkan Rp 32.566.538,70 untuk Hot Mix, dengan selisih Rp 10.782.353,49 CPHMA juga lebih efisien dalam hal energi, fleksibilitas aplikasi, dan keberlanjutan lingkungan, menjadikannya solusi ideal untuk pembangunan jalan di Indonesia yang kaya akan Asbuton, mendukung infrastruktur yang lebih ekonomis dan ramah lingkungan.

Good road infrastructure is crucial for fostering economic and social development. Well-maintained roads enhance transportation efficiency, reduce travel time, and lower vehicle operating expenses. However, many roads suffer damage due to extreme weather, high traffic volumes, and insufficient routine maintenance. Flexible pavements, typically composed of asphalt and aggregates, provide a solution, but Indonesia’s annual asphalt demand of 1.2 million tons is only partially met by local supply, which covers just 45-50% of the need, necessitating imports. Road damage assessment is a crucial step in determining the appropriate repair strategy. The Pavement Condition Rating Management System (PKRMS) and the Bina Marga methods are commonly used to analyze road conditions. PKRMS provides a quantitative assessment of road damage, while Bina Marga employs national technical standards. Combining these methods enables a more accurate analysis for effective repair planning. To address the asphalt shortage, Buton Rock Asphalt (Asbuton) from Buton Island offers a viable alternative, although it requires additional processing, such as mixing with aggregates and modifiers. The innovative Cold Paving Hot Mix Asbuton (CPHMA) method facilitates road repairs at low temperatures, improving efficiency across various weather conditions. Analysis of the Ponorogo-Biting Section (Link 140) reveals discrepancies between the PKRMS method, which classifies the road as "Good," and the Bina Marga method, which recommends "Routine Maintenance." CPHMA has demonstrated greater durability compared to Hot Mix, requiring fewer re-repairs (5 vs. 20 points) from Q1 2023 to Q2 2024. Despite the higher unit cost of CPHMA, its total repair cost is lower, amounting to IDR 21,784,185.20 compared to IDR 32,566,538.70 for Hot Mix, with a savings of IDR 10,782,353.49 CPHMA is also more energy-efficient, versatile in application, and environmentally sustainable, making it an ideal solution for road construction in Indonesia, which has abundant Asbuton resources, and supports more cost-effective and eco-friendly infrastructure.
