Abstract

Perkembangan teknologi informasi sangat pesat termasuk pada sektorpemerintahan. Pemerintahan Indonesia telah mendorong penerapan teknologidengan menetapkan sistem pemerintahan berbasis elektronik (SPBE). SPBE adalahsalah satu usaha pemerintahan dalam menerapkan teknologi informasi untukmeningkatkan efisiensi, efektifitas, dan transparansi. Sistem Pemerintahan BerbasisElektronik memiliki arsitektur SPBE yang memiliki beberapa domain salah satunyayakni domain inovasi proses bisnis. Diketahui dari hasil pemantauan dan evaluasiSPBE terdapat perbedaan nilai indeks pada domain inovasi proses bisnis. Hal inimenjadi peluang untuk dilakukan sebuah penelitian terkait analisis faktorhambatan/pendukung dalam proses inovasi proses bisnis pada organisasipemerintahan. Penelitian ini akan dilakukan dengan metode kualitatif multiple casestudy dengan analisis tematik. Diketahui bahwa terdapat faktor penting pada prosesinovasi proses bisnis yakni proses administratif mudah, proses evaluasipermasalahan proses bisnis, proses analisis pertimbangan solusi inovasi,perancangan inovasi berbasis it, pengembangan aplikasi ketersediaan infrastruktur,pengelolaan data, pegawai dengan kompetensi teknologi informasi, tingkatkontribusi dan semangat pegawai pegawai yang inovatif, pimpinan kolaboratifpimpinan visioner terkait inovasi, pegawai yang memiliki motivasi dalamperubahan, proses kebijakan pengelolaan data dan anggaran. Penelitian inimerekomendasikan organisasi pemerintahan untuk meningkatkan setiap faktordengan memanfaatkan framework, best practice, dan acuan kebijakan pemerintahdalam pengelolaan proses inovasi proses bisnis.

The rapid advancement of information technology has significantly impacted various sectors, including government administration. The Indonesian government has promoted the adoption of technology by implementing the Electronic-Based Government System (SPBE). SPBE represents the government's initiative to leverage information technology to enhance efficiency, effectiveness, and transparency. The system comprises an SPBE architecture with several domains, including the business process innovation domain. Based on SPBE monitoring and evaluation results, variations in index scores within the business process innovation domain have been observed. This discrepancy presents an opportunity to conduct research analyzing the factors that either hinder or support business process innovation within government organizations. This study will employ a qualitative multiple-case study approach with thematic analysis. The findings reveal critical factors in business process innovation, including simplified administrative processes, evaluation of business process issues, solution consideration analysis, IT-based innovation design, application development, infrastructure availability, data management, employees with IT competencies, employee contribution levels and innovative spirit, collaborative and visionary leadership in innovation, employees motivated by change, and the processes of policy-making related to data management and budgeting. This research recommends that government organizations enhance these factors by utilizing frameworks, best practices, and government policy guidelines to effectively manage business process innovation.
