Abstract
Kota Surabaya merupakan salah satu kota pengusung konsep smart city. Penerapan konsep smart city di Kota Surabaya sudah terjadi sejak masa pemerintahan Bambang Dwi Hartanto pada tahun 2002 hingga saat ini pemerintahan Eri Cahyadi, dan masih terus berlanjut untuk tahun-tahun berikutnya. Meskipun era pemerintahan Eri Cahyadi, Kota Surabaya sukses meraih beberapa penghargaan dari kementerian RI terkait smart city, namun release hasil penilaian, pemeringkatan, dan pelaporan smart city index terhadap Kota Surabaya yang dilakukan oleh lembaga survei internasional, IMD bekerjasama dengan World Smart Sustainable Cities Organization (WeGO) menunjukkan Surabaya tidak ada didalamnya. Berdasarkan tingkatan kerangka kerja logis (logical framework), survei yang dilakukan oleh IMD dengan yang dilakukan oleh beberapa kementerian di Indonesia merupakan survei yang berbeda. Survei yang dilakukan oleh beberapa kementerian RI menyasar pada level output, sedangkan survei yang dilakukan oleh IMD dan WeGo menyasar pada level outcomes. Penelitian ini bersifat evaluatif dari sistem kerja yang telah dibangun dan dilaksanakan oleh Pemerintah Kota Surabaya dengan fokus untuk menemukan faktor penentu optimalisasi smart city di Kota Surabaya dari dua sudut pandang, yakni pemerintah dan masyarakat, disertai dengan hasil output berupa strategi optimalisasi. Penelitian ini menggunakan pendekatan rasionalistik dengan jenis penelitian kualitatif. Ditemukan tujuh faktor-faktor penentu optimalisasi smart city menggunakan content analysis yakni, faktor komitmen pemerintah, disposisi pemerintah, karakteristik pelaksana, politik, struktur organisasi, sosialisasi kepada masyarakat, dan kualitas SDM masyarakat. Dari ketujuh faktor tersebut dirumuskan strategi optimalisasi menggunakan SWOT analysis, menghasilkan 15 poin strategi, salah satunya adalah dengan melakukan bincang politis kepada para stakeholder kota untuk menumbuhkan political will/kemauan politik dalam berkomitmen membangun Surabaya menuju kota cerdas; Pelibatan pemerintah, akademisi, pengusaha dan masyarakat untuk bersama-sama membangun surabaya menuju kota cerdas; Penyelarasan pemahaman konsep smart city melalui forum-forum yang telah ada, sehingga pelibatan masyarakat dapat lebih optimal untuk ikut serta dalam perencanaan pembangunan smart city di Kota Surabaya; Penyelarasan dokumen-dokumen rencana pembangunan yang mengadopsi indikator-indikator smart city seperti RPJMD, Renstra, Renja, dan Masterplan Smart City.

Surabaya City is one of the cities that carries the concept of smart city. The implementation of the smart city concept in Surabaya City has been going on since the reign of Bambang Dwi Hartanto in 2002 until now the reign of Eri Cahyadi, and continues in the following years. Although during the reign of Eri Cahyadi, Surabaya City successfully won several awards from the Indonesian ministries related to smart city, the release of the results of the assessment, ranking, and reporting of the smart city index for Surabaya City conducted by an international survey institution, IMD in collaboration with the World Smart Sustainable Cities Organization (WeGO) showed that Surabaya was not included. Based on the level of logical framework, the survey conducted by IMD and that conducted by several ministries in Indonesia are different surveys. The survey conducted by several Indonesian ministries targets the output level, while the survey conducted by IMD and WeGo targets the outcomes level. This research is evaluative of the work system that has been built and implemented by the Surabaya City Government with a focus on finding the determining factors for optimizing smart city in Surabaya City from two perspectives, namely the government and society, accompanied by output results in the form of optimization strategies. This research uses a rationalistic approach with a qualitative research type. Seven determining factors for optimizing smart cities were found using content analysis, namely, government commitment, government disposition, characteristics of implementers, politics, organizational structure, socialization to the community, and quality of community human resources. From these seven factors, an optimization strategy was formulated using SWOT analysis, resulting in 15 strategy points, one of which is to conduct political discussions with city stakeholders to foster political will in committing to building Surabaya towards a smart city; Involvement of government, academics, entrepreneurs and the community to jointly build Surabaya towards a smart city; Alignment of understanding of the concept of smart city through existing forums, so that community involvement can be more optimal to participate in planning smart city development in the city of Surabaya; Alignment of development plan documents that adopt smart city indicators such as RPJMD, Renstra, Renja, and Smart City Masterplan.
