Abstract
Pelabuhan pada dasarnya berada di bawah wewenang Otoritas Pelabuhan. Salah satu wewenang yang dimiliki oleh Otoritas Pelabuhan yaitu melakukan kegiatan operasional pemanduan dan penundaan kapal. Rata-rata pertumbuhan peningkatan arus kunjungan kapal di Perairan Balikpapan tiap tahun sebesar 16,85%. Dengan adanya kondisi tersebut, ketersediaan armada pandu dan tunda disesuaikan dengan ukuran kapal yang menggunakan jasa pemanduan dan penundaan kapal. Sehingga penyedia jasa pandu dan tunda berusaha memenuhi permintaan pengguna jasa untuk dapat melayani kapal yang akan masuk dan keluar dengan berbagai macam ukuran kapal. Tujuan dari penelitian ini didapatkan jumlah optimum armada pandu sebanyak 12 unit dengan komposisi armada dengan daya 200 HP sebanyak 5 unit, kapal pandu dengan daya 300 HP sebanyak 3 unit, kapal pandu dengan daya 500 HP sebanyak 2 unit, dan kapal pandu dengan daya 700 HP sebanyak 2 unit. Sedangkan untuk kapal tunda didapatkan jumlah optimum sebanyak 18 unit dengan komposisi armada dengan daya 2000 HP sebanyak 3 unit, 2110 HP sebanyak 3 unit, 2200 HP sebanyak 2 unit, 2400 HP sebanyak 1 unit, 3000 HP sebanyak 3 unit, 3200 HP sebanyak 3 unit, dan 4000 HP sebanyak 3 unit. Metode simulasi dengan bantuan software Arena digunakan untuk mensimulasikan kedatangan kapal serta proses pemanduan dan penundaan kapal. Didapatkan total biaya kapal pandu dari skenario sebesar Rp 81,840,186,834 per tahun dan untuk total biaya kapal tunda sebesar Rp 402,612,166,593 dengan biaya opportunity sebesar Rp 21,112,148,770.

The port is basically under the authority of the Port Authority. One of the powers of the Port Authority is to conduct operational activities of guiding and delaying vessels. The average growth of vessel visits in Balikpapan waters each year is 16.85%. With this condition, the availability of the pilot and tug fleet is adjusted to the size of the vessel using the pilot and tug services. Thus, the pilot and tug service providers try to meet the demand of the service users to be able to serve the ships that will enter and exit with different sizes of ships. The purpose of this study was to find the optimal number of pilot fleets of 12 units with a fleet composition of 200 HP power up to 5 units, 300 HP power pilot boats up to 3 units, 500 HP power pilot boats up to 2 units, and 700 HP power pilot boats up to 2 units. As for tugboats, the optimal number is obtained with a fleet composition of 2000 HP power up to 3 units, 2110 HP power up to 3 units, 2200 HP power up to 2 units, 2400 HP power up to 1 unit, 3000 HP power up to 3 units, 3200 HP power up to 3 units, and 4000 HP power up to 3 units. The simulation method using Arena software is used to simulate the arrival of ships and the process of guiding and delaying ships. The total cost of the pilot boat from the scenario is Rp 81,840,186,834 per year and the total cost of the tugboat is Rp 402,612,166,593 with an opportunity cost of Rp 21,112,148,770.
