Abstract
Pelabuhan Indonesia (Pelindo) merupakan pelabuhan kelas dunia yang menawarkan layanan terintegrasi antar pelabuhan pada Indonesia. Pelindo terbentuk dari penggabungan empat perusahaan pelabuhan nasional yaitu PT Pelindo I, PT Pelindo II, PT Pelindo III dan PT Pelindo IV. Saat ini, integrasi Pelindo dibagi menjadi empat (4) unit bisnis (sub-holding) diantaranya PT Pelindo Multi Terminal, PT Pelindo Solusi Logistik, PT Pelindo Terminal Petikemas dan PT Pelindo Jasa Maritim. Subholding Pelindo Terminal Petikemas (SPTP) merupakan operator terminal yang memberikan pelayanan petikemas dengan sistem jaringan yang terintegrasi dan terstandar. Setelah merger, SPTP fokus dengan menaikkan kinerja pelabuhan salah satunya mencapai target 1 hari tambat. Telah dilakukan program transformasi di beberapa terminal petikemas, namun masih terdapat 3 terminal yang belum mencapai 1 hari tambat pada tahun 2023. Penelitian ini bertujuan untuk mengetahui kondisi eksisting kinerja pelabuhan yang belum memenuhi standar 1 hari tambat, mengetahui strategi operasional yang dapat dilakukan PT Pelindo Terminal Petikemas untuk mencapai target 1 hari tambat, mengetahui dampak implementasi target 1 hari tambat. Dengan menggunakan metode peramalan, cost saving analysis dari adanya penerapan 1 hari tambat, cost benefit analysis. Hasil yang didapatkan dari 3 skenario untuk masing-masing terminal yang terpilih pada TPK Belawan adalah skenario 1 dengan BCR sebesar 1,66 , produktivitas per alat menjadi 40 B/C/H . Pada TPK Bitung terpilih skenario 3 dengan BCR sebesar 1,90, produktivitas per alat menjadi 25 B/C/H. pada TPK Tarakan terpilih skenario 3 dengan BCR sebesar 2,47, produktivitas per alat menjadi 25 B/C/H.

Indonesian Port (Pelindo) is a world-class port that offers integrated services between ports in Indonesia. Pelindo was formed from the merger of four national port companies, namely PT Pelindo I, PT Pelindo II, PT Pelindo III and PT Pelindo IV. Currently, Pelindo's integration is divided into four (4) business units (sub-holdings) including PT Pelindo Multi Terminal, PT Pelindo Solusi Logistik, PT Pelindo Terminal Petikemas and PT Pelindo Jasa Maritim. Subholding Pelindo Terminal Petikemas (SPTP) is a terminal operator that provides container services with an integrated and standardized network system. After the merger, SPTP focused on increasing port performance, one of which was achieving a target of 1 mooring day. Transformation programs have been carried out in several container terminals, but there are still 3 terminals that have not reached 1 day of mooring in 2023. This study aims to determine the existing condition of port performance that has not met the 1 day mooring standard, to determine the operational strategies that can be carried out by PT Pelindo Terminal Petikemas to achieve the 1 day mooring target, to determine the impact of implementing the 1 day mooring target. Using forecasting methods, cost saving analysis from the implementation of 1 day mooring, cost benefit analysis. The results obtained from 3 scenarios for each selected terminal at TPK Belawan are scenario 1 with a BCR of 1.66, productivity per tool becomes 40 B/C/H. At TPK Bitung, scenario 3 was selected with a BCR of 1.90, productivity per tool becomes 25 B/C/H. at TPK Tarakan, scenario 3 was selected with a BCR of 2.47, productivity per tool becomes 25 B/C/H.
