Abstract

Pembangunan Jembatan Babon pada Jalan Tol Semarang-Demak Seksi 1B merupakan bagian dari proyek infrastruktur strategis untuk meningkatkan konektivitas dan mendukung pertumbuhan ekonomi. Jembatan sepanjang 484,5 meter ini memiliki desain kompleks, melibatkan pemancangan tiang pancang di perairan laut dan pemasangan gelagar dengan launcher gantry. Kondisi lingkungan kerja yang dinamis, seperti arus laut dan cuaca ekstrem, menghadirkan risiko keselamatan yang signifikan, sehingga penerapan Sistem Manajemen Keselamatan Konstruksi (SMKK) sangat penting untuk meminimalkan kecelakaan kerja. Penelitian ini menggunakan metode Hazard Identification, Risk Assessment, and Risk Control (HIRARC) untuk mengidentifikasi bahaya, menganalisis risiko, dan merancang pengendalian yang tepat. Hasil identifikasi menunjukkan 307 potensi bahaya, terdiri dari 25 risiko rendah, 208 risiko sedang, dan 74 risiko tinggi. Risiko tertinggi ditemukan pada pemancangan tiang pancang, dengan 1 risiko rendah, 25 risiko sedang, dan 8 risiko tinggi. Pemasangan gelagar PC-U di atas perairan juga menunjukkan 5 risiko rendah, 19 risiko sedang dan 11 risiko tinggi. Implementasi SMKK dirancang berdasarkan Permen PUPR No. 8 Tahun 2023 dengan biaya total Rp 2.648.704.312, atau 1,15% dari nilai kontrak Rp 230.643.043.201. Penelitian ini menunjukkan bahwa penerapan SMKK yang efektif dapat mengurangi risiko kecelakaan kerja dalam proyek besar dengan kompleksitas tinggi. Proyek Jembatan Babon diharapkan terlaksana aman, efisien, dan sesuai standar keselamatan yang berlaku.

The construction of the Babon Bridge on the Semarang-Demak Toll Road Section 1B is a strategic infrastructure project aimed at enhancing connectivity and supporting economic growth. This 484.5-meter bridge features a complex design, involving pile driving in marine waters and girder installation using a launcher gantry. The dynamic work environment, including sea currents and extreme weather, presents significant safety risks, making the implementation of the Construction Safety Management System (SMKK) crucial for minimizing work accidents. This research employs the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method to identify hazards, analyze risks, and design appropriate controls. The identification results revealed 307 potential hazards, consisting of 25 low risks, 208 medium risks, and 74 high risks. The highest risks were found in pile driving activities, with 1 low risk, 25 medium risks, and 8 high risks. The installation of PC-U girders over water also showed 5 low risks, 19 medium risks, and 11 high risks. The SMKK implementation was designed based on the Ministry of Public Works and Housing Regulation No. 8 of 2023, with a total cost of IDR 2,648,704,312, or 1.15% of the contract value of IDR 230,643,043,201. This research demonstrates that effective SMKK implementation can reduce work accident risks in large projects with high complexity. The Babon Bridge Project is expected to be executed safely, efficiently, and in accordance with applicable safety standards.
