Abstract

Jalan tol merupakan suatu infrastruktur yang berfungsi sebagai penghubung antar kota, membantu meningkatkan perekonomian dan mobilitas masyarakat. Dengan alasan tersebut, PT Jasamarga Balikpapan Samarinda membangun infrastruktur jalan tol Balikpapan-Samarinda yang merupakan salah satu Proyek Strategis Nasional (PSN). Kendaraan yang diperbolehkan melalui jalan tol ini adalah kendaraan beroda 4 atau lebih. Besar tarif tol merupakan salah satu indikator untuk melihat manfaat dari penghematan waktu dan Biaya Operasional Kendaraan (BOK) dari suatu jalan tol. Penentuan tarif tol pada dasarnya harus menutup seluruh biaya yang ditanggung penyedia jasa dan harus sesuai dengan kemampuan membayar pengguna jasa. Untuk menentukan nilai tarif tol dapat mengacu kepada tiga faktor, yaitu Ability to Pay, Willingness to Pay, dan Besar Keuntungan BOK. Penelitian ini menganalisis tarif jalan tol Balikpapan-Samarinda berdasarkan Ability to Pay (ATP) dan Willingness to Pay (WTP) pengguna, serta besar keuntungan biaya Operasional kendaraan (BKBOK). Analisis dilakukan menggunakan data primer hasil survei terhadap pengguna jalan tol dengan total responden sebanyak 150 responden, yang kemudian diolah dengan perangkat lunak statistic SPSS 29. Hasil penelitian menunjukkan bahwa rata-rata ATP pengguna adalah Rp 1517,89/km, sementara rata-rata WTP adalah Rp 1513,7/km. Biaya Operasional kendaraan di jalan tol lebih efisien dibandingkan jalan non-tol. Berdasarkan analisis BKBOK, didapatkan nilai sebesar Rp 199.617,38/kend dimana tarif yang berlaku saat ini melebihi 70% BKBOK. Penelitian ini memberikan rekomendasi untuk penyesuaian tarif tol yang wajar serta peningkatan kualitas layanan guna meningkatkan kepuasan pengguna.

Toll roads are an infrastructure that functions as a link between cities, helping to improve the economy and community mobility. For this reason, PT Jasamarga Balikpapan Samarinda built the Balikpapan-Samarinda toll road infrastructure which is one of the National Strategic Projects (PSN). Vehicles that are allowed through this toll road are 4 or more wheeled vehicles. Large toll rates are one indicator to see the benefits of time savings and Vehicle Operating Costs (BOK) from a toll road. Determination of toll tariffs basically has to cover all costs borne by the service provider and must be in accordance with the ability to pay service users. To determine the value of toll tariffs can refer to three factors, namely Ability to Pay, Willingness to Pay, and BOK Savings. The analysis was conducted using primary data from a survey of toll road users with a total of 150 respondents, which were then processed using SPSS 29 statistical software. The results showed that the average ATP of users was IDR 1517,89/km, while the average WTP was IDR 1513,7/km. Vehicle operating costs on toll roads are more efficient than non-toll roads. Based on the BKBOK analysis, a value of IDR 199,617.38/vehicle was obtained, where the current toll exceeds 70% of the BKBOK. This study provides recommendations for adjusting reasonable toll rates and improving service quality to increase user satisfaction.
