Abstract

Perubahan guna lahan akibat urbanisasi yang masif sering kali menyebabkan alih fungsi lahan pertanian menjadi lahan non-pertanian, mengancam keberlanjutan ketahanan pangan. Kabupaten Bantul, sebagai salah satu wilayah penyangga Kota Yogyakarta, menghadapi penyusutan lahan pertanian rata-rata 50 hektar per tahun, yang berdampak pada menurunnya daya dukung pangan dari 1,57 persen pada tahun 2015 menjadi 1,34 persen pada tahun 2024. Untuk mengantisipasi hal tersebut, Pemerintah Kabupaten Bantul menetapkan Peraturan Daerah No. 10 Tahun 2023 tentang Perlindungan Lahan Pertanian Pangan Berkelanjutan (LP2B) dengan luas lahan yang dilindungi sebesar 12.831 hektar. Namun, hasil kajian akademis sebelumnya merekomendasikan luas LP2B sebesar 14.407,50 hektar, sehingga terdapat gap seluas 1.576,50 hektar yang dapat mempengaruhi efektivitas kebijakan perlindungan lahan. Penelitian ini mencari model untuk menentukan lahan optimal yang dapat ditetapkan menjadi LP2B dengan pendekatan optimalisasi spasial. Hasil penelitian menunjukkan bahwa kebutuhan pangan Kabupaten Bantul untuk 20 tahun kedepan sebesar ±112.107 ton beras, dengan kebutuhan luas lahan pertanian 11.357 hektar. Dengan pemodelan optimasi spasial diketahui bahwa distribusi luas lahan pertanian yang telah ditetapkan sebagai LP2B (Lahan Pertanian Pangan Berkelanjutan), terdapat 1.474,38 hektar dapat dikeluarkan dari LP2B atau menjadi lahan non-prioritas LP2B.

Land use changes due to massive urbanization often lead to the conversion of agricultural land into non-agricultural areas, threatening food security sustainability. Bantul Regency, as one of the buffer zones of Yogyakarta City, faces an average loss of 50 hectares of agricultural land per year, resulting in a decline in food support capacity from 1.57 in 2015 to 1.34 in 2024. To address this issue, the Bantul Regency Government enacted Regional Regulation No. 10 of 2023 on the Protection of Sustainable Food Agricultural Land (LP2B), with protected 12,831 hectares of land. However, previous academic studies recommended a protection area of 14,407.50 hectares, creating a gap of 1,576.50 hectares that may affect the policy’s effectiveness. This study develops a model for determining the extent of sustainable agricultural land protection through spatial optimization. The method involves spatial analysis of land suitability, the actual need for land protection, and future food demand projections. The proposed approach considers spatial planning data, land potential, and development pressures to optimize agricultural and urban needs. This study aims to develop a model for determining the optimal land that can be designated as Sustainable Food Agriculture Land (LP2B) using a spatial optimization approach. The findings reveal that the food demand in Bantul Regency for the next 20 years is approximately ±112,107 tons of rice, requiring 11,357 hectares of agricultural land. Through spatial optimization modeling, it was identified that within the designated LP2B areas, a total of 1,474.38 hectares can be excluded from LP2B or reclassified as non-priority LP2B land.
