Abstract

Pelabuhan Sorong, yang terletak di wilayah timur Indonesia, memegang peranan penting sebagai gerbang ekonomi untuk Provinsi Papua Barat, khususnya bagi daerah-daerah seperti Kota Sorong dan Kabupaten Sorong. TPK Sorong akan dijadikan pusat aktivitas (hub) petikemas di Indonesia wilayah timur yang akan berdampak dalam efektivitas distribusi logistik. Ditargetkan potensi arus petikemas Ketika TPK Sorong menjadi pusat aktivitas akan sebesar 243.000 TEU. Berdasarkan data dari PT Pelindo, arus petikemas yang masuk di TPK Sorong dari tahun ke tahun mengalami kenaikan atau terkadang penurunan. Sehingga perlu adanya metode yang mampu memprediksi arus petikemas dengan data historis yang datanya ada kenaikan dan penurunan serta pengembangan pelabuhan yang mampu mengakomodasi arus petikemas yang tidak pasti. Pada tugas akhir ini membahas perencanaan pengembangan pelabuhan dengan permintaan tidak pasti. Metode yang dilakukan adalah dengan peramalan menggunakan regresi linear lalu kemudian untuk mengakomodasi permintaan tidak pasti, digunakan simulasi monte carlo. Hasil dari perhitungan setelah dilakukan Simulasi Monte Carlo dengan iterasi sebanyak 10.000 kali, maka didapatkan untuk BOR Dermaga antara 6,2% - 9,58%, Luas Lapangan Penumpukan Petikemas Full 10.526,75 m2 – 13.596,70 m2, Luas Lapangan Penumpukan Petikemas Empty 15.762,51 m2 – 20.419,23 m2, Luas Gudang CFS 414,54 m2 - 567,92 m2, YOR Lapangan Penumpukan Petikemas Full 47,71% - 55,99%, YOR Lapangan Penumpukan Petikemas Empty 47,56% - 55,99%, dan SOR Gudang CFS 60% - 70%. Kemudian biaya pada investasi Lapangan Penumpukan Petikemas Full Rp21.053.508.733 - Rp27.193.403.940, Lapangan Penumpukan Petikemas Empty Rp31.525.020.827 - Rp40.838.471.451, Gudang CFS Rp1.243.626.271 - Rp1.703.779.418. Total biaya investasi sebesar Rp53.822.155.831 - Rp69.735.654.809.

The Port of Sorong, located in the eastern region of Indonesia, plays a crucial role as an economic gateway for West Papua Province, particularly for areas such as Sorong City and Sorong Regency. The Sorong Container Terminal (TPK Sorong) is planned to become a hub for container activities in eastern Indonesia, which will enhance the efficiency of logistics distribution. The projected potential container traffic, once TPK Sorong serves as a hub, is estimated at 243,000 TEUs. Based on data from PT Pelindo, the container traffic at TPK Sorong has experienced fluctuations over the years, sometimes increasing and sometimes decreasing. Therefore, a method is needed to predict container traffic using historical data that exhibits such variability and to plan the development of a port capable of accommodating uncertain traffic demands. This thesis focuses on planning port development under uncertain demand. The method employed includes forecasting using linear regression, followed by Monte Carlo simulation to accommodate the uncertainty in demand. he results of the Monte Carlo simulation, with 10,000 iterations, indicate the following: the BOR of the wharf is 6,2% - 9,58%, the area of the container stacking yard for full containers is 10.526,75 m2 – 13.596,70 m2, the area of the container stacking yard for empty containers is 15.762,51 m2 – 20.419,23 m2, the area of the CFS warehouse is 414,54 m2 - 567,92 m2, the YOR of the full container stacking yard is 47,71% - 55,99%, the YOR of the empty container stacking yard is 47,56% - 55,99%, and the SOR of the CFS warehouse is 60% - 70%. Furthermore, the investment costs include the costs for the full container stacking yard Rp21.053.508.733 - Rp27.193.403.940, the empty container stacking yard Rp31.525.020.827 - Rp40.838.471.451, and the CFS warehouse Rp1.243.626.271 - Rp1.703.779.418, amounting to a total investment cost of Rp53.822.155.831 - Rp69.735.654.809.
