Abstract

Saat ini, mobilitas di kampus ITS didominasi oleh penggunaan kendaraan pribadi, yang menyebabkan masalah seperti kemacetan di dalam kampus, polusi udara, dan distribusi aktivitas penggunaan lahan yang kurang efisien didukung system mobilitas berkelanjutan. Kekurangan fasilitas pendukung bagi pejalan kaki dan pesepeda, serta kurangnya integrasi antar moda non bermotor dengan transportasi umum menunjukkan belum berpihaknya kebijakan kampus terhadap system mobilitas berkelanjutan. Pendekatan Tactical Urbanism, yang mengutamakan intervensi cepat, berbiaya rendah, namun estetik; dan partisipatif, diidentifikasi sebagai metode yang potensial sebagai langkah awal kepada penyadaran atau edukasi mobilitas berkelanjutan kampus. Penelitian ini bertujuan untuk mengidentifikasi sistem mobilitas kampus, mengidentifikasi preferensi mahasiswa terhadap mobilitas berkelanjutan yang terintegrasi dengan sistem aktivitas kampus, serta merumuskan konsep Tactical Urbanism Design untuk mendukung integrasi sistem aktivitas dan sistem mobilitas berkelanjutan. Dengan mempertimbangkan preferensi mahasiswa ITS, diharapkan penelitian ini dapat memberikan kontribusi nyata dalam menciptakan lingkungan kampus yang ramah lingkungan. Hasil analisis menunjukkan bahwa pola mobilitas warga kampus ITS Surabaya didominasi oleh penggunaan sepeda motor sebagai moda utama, baik untuk perjalanan menuju kampus (76,22%) maupun di dalam kampus (61,54%). Infrastruktur pejalan kaki dan sepeda saat ini masih kurang memadai, dengan mayoritas responden merasa bahwa jalur sepeda tidak mendukung mobilitas yang efisien (31,47%) dan jalur pejalan kaki memiliki ruang untuk peningkatan. Sistem sirkulasi dalam kampus dinilai cukup mendukung, dengan mayoritas aktivitas kampus dapat dicapai dalam waktu kurang dari 10 menit berjalan kaki. Namun, fasilitas parkir sepeda dan integrasi moda transportasi masih perlu ditingkatkan untuk mengoptimalkan mobilitas yang lebih inklusif dan berkelanjutan. Preferensi responden terhadap intervensi tactical urbanism menunjukkan bahwa mayoritas menginginkan desain bertema alami untuk pedestrian way (51,75%) dan bike parking (40,56%), serta dukungan baik untuk elemen-elemen seperti parklet, tanaman peneduh, penerangan jalan, kursi pedestrian, dan bollards sebagai upaya meningkatkan kenyamanan dan daya tarik ruang publik. Responden juga menganggap bahwa penambahan fasilitas yang mendorong mobilitas ramah lingkungan, seperti jalur hijau untuk sepeda dan elemen street furniture, dapat mendukung integrasi aktivitas sosial dengan mobilitas, sehingga menciptakan lingkungan kampus yang lebih nyaman dan inklusif. Konsep desain tactical urbanism yang dirancang meliputi elemen seperti crosswalk painting, pop-up plaza, parklet, bollards, marka jalur hijau, dan street furniture pada area seperti public plaza, main focal point, main spine, dan selasar penghubung. Dalam penelitian ini, konsep tactical urbanism diterapkan untuk mengoptimalkan aksesibilitas pejalan kaki menuju main focal point dan public plaza di kampus ITS, sebagai bagian dari upaya menciptakan sistem mobilitas kampus yang lebih inklusif dan berkelanjutan. Jalur pedestrian yang menghubungkan main focal point dengan main spine dan selasar penghubung dirancang dengan elemen-elemen yang mengutamakan kenyamanan, keamanan, serta daya tarik visual, seperti wayfinding, street furniture, dan walkway shade. Selain itu, akses pejalan kaki dari sisi belakang bangunan yang terhubung dengan selasar penghubung juga diperhatikan untuk memastikan permeabilitas bangunan yang baik. Sebagai bagian dari konsep mobilitas yang lebih ramah lingkungan, beberapa titik di sepanjang main spine diusulkan untuk dilengkapi dengan parklet, yang tidak hanya berfungsi sebagai ruang peralihan transportasi, tetapi juga sebagai tempat istirahat yang mendukung mobilitas aktif. Dengan desain yang mengintegrasikan jalur pedestrian, parklet, dan ruang publik, penelitian ini bertujuan untuk menciptakan ruang yang lebih aktif, nyaman, dan mendukung transisi menuju mobilitas kampus berkelanjutan.

Currently, mobility on the ITS campus is dominated by the use of private vehicles, which causes problems such as congestion on campus, air pollution, and inefficient distribution of land use activities supported by sustainable mobility systems. The lack of supporting facilities for pedestrians and cyclists, as well as the lack of integration between non-motorized modes and public transportation shows that campus policies are not yet in favor of sustainable mobility systems. The Tactical Urbanism approach, which prioritizes quick, low-cost, yet aesthetic; and participatory interventions, is identified as a potential method as a first step towards campus sustainable mobility awareness or education. This research aims to identify campus mobility systems, identify student preferences for sustainable mobility integrated with campus activity systems, and formulate Tactical Urbanism Design concepts to support the integration of activity systems and sustainable mobility systems. By considering the preferences of ITS students, it is hoped that this research can make a real contribution in creating an environmentally friendly campus environment. The analysis results show that the mobility pattern of ITS Surabaya campus residents is dominated by the use of motorbikes as the main mode, both for trips to campus (76.22%) and within the campus (61.54%). Current pedestrian and bicycle infrastructure is still inadequate, with the majority of respondents feeling that bicycle lanes do not support efficient mobility (31.47%) and pedestrian paths have room for improvement. The on-campus circulation system is considered quite supportive, with the majority of campus activities being reachable in less than 10 minutes on foot. However, bicycle parking facilities and transport mode integration still need to be improved to optimize more inclusive and sustainable mobility. Respondents' preferences for tactical urbanism interventions showed that the majority wanted natural-themed designs for pedestrian ways (51.75%) and bike parking (40.56%), as well as good support for elements such as parklets, shade plants, street lighting, pedestrian seats, and bollards to improve the comfort and attractiveness of public spaces. Respondents also considered that the addition of facilities that encourage green mobility, such as green lanes for bicycles and street furniture elements, could support the integration of social activities with mobility, thus creating a more comfortable and inclusive campus environment. The tactical urbanism design concept includes elements such as crosswalk painting, pop-up plazas, parklets, bollards, green lane markings, and street furniture in areas such as public plazas, main focal points, main spine, and connecting walkways. In this research, the concept of tactical urbanism is applied to optimize pedestrian accessibility to the main focal point and public plaza on the ITS campus, as part of an effort to create a more inclusive and sustainable campus mobility system. The pedestrian path connecting the main focal point with the main spine and connecting hallways is designed with elements that prioritize comfort, safety, and visual appeal, such as wayfinding, street furniture, and walkway shade. In addition, pedestrian access from the back side of the building connected to the connecting walkway is also considered to ensure good building permeability. As part of the concept of greener mobility, several points along the main spine are proposed to be equipped with parklets, which not only serve as transportation interchange spaces, but also as rest areas that support active mobility. With a design that integrates pedestrian paths, parklets, and public spaces, this research aims to create a space that is more active, comfortable, and supports the transition towards sustainable campus mobility.
