Abstract

Pelayaran di Indonesia tidak hanya memiliki kontribusi signifikan terhadap ekonomi negara, tetapi juga menimbulkan sejumlah masalah terkait dampak negatifnya terhadap lingkungan. Tidak hanya perusahaan pelayaran, melainkan para perusahaan komoditas sebagai penyewa kapal juga terdampak akibat diwajibkannya aturan terkait pengurangan karbon. Hal ini memang menyebabkan permasalahan besar yaitu pencemaran udara yang disebabkan oleh pelepasan gas karbon dari kapal. Sehingga, strategi investasi kapal menjadi isu strategis yang penting bagi perusahaan pelayaran, tidak hanya karena industri pelayaran sangat padat modal dan beresiko tinggi, melainkan standar permintaan para penyewa yang juga tunduk patuh terhadap regulasi karbon dunia. Pada umumnya, keputusan perusahaan dalam investasi kapal mengarah pada kapal baru ataupun kapal bekas. Investasi kapal tanker dengan teknologi canggih membutuhkan biaya yang besar dan waktu pengembalian modal yang cukup lama, khususnya untuk pembangunan kapal baru. Sehingga pembelian kapal second-hand menjadi opsi menarik bagi perusahaan pelayaran. Disisi lain, siklus investasi kapal bekas cenderung lebih pendek, ditambah dengan harus dihadapkannya dengan regulasi Carbon Intensity Indicator (CII) dan karbon lainnya, yang dimana kapal second-hand yang sudah cukup berumur cenderung lebih menghasilkan karbon (inefficient). Oleh karena itu, akan sangat penting untuk mempelajari strategi dan pemilihan investasi dengan mempertimbangkan regulasi kedepannya. Dengan mempertimbangkan regulasi karbon dan implikasi khusus yang diuraikan oleh International Maritime Organization (IMO) serta konsep CII beserta relevansinya, penelitian ini akan memberikan pemahaman lebih mendalam mengenai dampak regulasi tersebut terhadap perusahaan pelayaran, dengan fokus khusus pada operasi kapal chemical tanker/tanker. Metodologi yang diterapkan dalam penelitian ini melibatkan penggunaan analisis Discounted Cash Flow Type sebagai alat utama untuk mengevaluasi investasi dalam kapal, dikarenakan dalam praktiknya akan mempertimbangkan time value of money. Pada studi ini diharapkan dapat membantu perusahaan mengoptimalkan investasi dan pengambilan keputusan dalam investasi kapal, dengan mempertimbangkan regulasi CII yang berlaku, serta mendorong praktik berkelanjutan di dalam industri pelayaran global.

Shipping in Indonesia not only contributes significantly to the country's economy but also raises several issues related to its negative impact on the environment. Mandatory carbon reduction regulations affect not only shipping companies, but also commodity companies as charterers of ships. Indeed, this has led to a major problem of air pollution caused by the release of carbon gases from ships. Thus, ship investment strategy becomes an important strategic issue for shipping companies, not only because the shipping industry is very capital intensive and risky, but also because of the standard requirements of charterers who are also subject to global carbon regulations. In general, a company's decision to invest in a vessel results in either a new building vessel or second-hand vessels. Investing in tankers with advanced technology requires high costs and a long payback period, especially for new buildings. This makes the purchase of second-hand vessels an attractive option for shipping companies. On the other hand, the investment cycle of second-hand vessels tends to be shorter, coupled with the need to deal with Carbon Intensity Indicator (CII) and other carbon regulations, where second-hand vessels that are old enough tend to produce more carbon (inefficiently). Therefore, it will be important to consider investment strategy and selection with future regulations in mind. Considering the carbon regulations and the specific implications outlined by the International Maritime Organization (IMO), as well as the CII concept and its relevance, this research will provide a deeper understanding of the impact of these regulations on shipping companies, with a particular focus on chemical tanker/tanker and operations. The methodology applied in this study involves the use of Discounted Cash Flow type analysis as the main tool for evaluating investments in ships, as in practice it will consider the time value of money. This study is expected to help companies optimize investment and decision making.
