Abstract
This thesis examines the Sea Toll program in West Papua. With a focus on three main routes which are H-4, T-5, and S-4 that connect Java Island with several ports in West Papua. This research aims to determine the current condition of the sea toll in West Papua, and optimize it to improve connectivity between Java and West Papua. In addition, this research also aims to find solutions to the price disparities that still exist in West Papua. This research uses quantitative and qualitative approaches. The Integer Linear Programming (ILP) method through Excel Solver was used to simulate and optimize vessel operations, while thematic analysis from interviews with stakeholders complemented the quantitative results. This two-method framework provides a comprehensive assessment of the current state of the Sea in West Papua. The study results show that the operations of the sea toll routes serving West Papua are not optimal. This is due to low vessel utilities on all three routes, high shipping costs, irregular schedules, and vessel waiting times to long at ports. After optimization, obtained that the use of smaller vessels will optimize vessel utility. So, the impact on optimizing the operational costs of the three routes resulted in a decrease in the cost of shipping goods on the three routes. In addition, this research also highlights the need for port development to optimize the loading and unloading process at the port so that the vessel's time at the port becomes shorter. Then there is also a need for intense communication and coordination between stakeholders, given the limitations that exist in West Papua so that there is no delay in the arrival of return cargo.
