Abstract
Jaringan pelayanan kesehatan yang tersebar hampir di seluruh kota di Indonesia memungkinkan peserta dari suatu Badan Usaha (BU) yang menjalin Perjanjian Kerja Sarna (PKS) dengan PT. Askes mendapatkan pelayanan kesehatan di luar Kantor Cabang (KC) yang melakukan penandatanganan kerja sama dengan Badan Usaha tersebut. Pelayanan tersebut dapat di luar kota dalam propinsi atau luar propinsi tergantung dengan klausul kerja sama antara PT. Askes dengan Badan Usaha. Biaya pelayanan kesehatan yang timbul dari peserta BU luar tersebut diistilahkan dengan PDP (Pos Dalam Perjalanan) yang untuk sementara ditanggung oleh Kantor Cabang tempat pelayanan kesehatan. PDP tersebut harus dikirimkan ke Kantor Cabang tempat Badan Usaha melaksanakan PKS agar Kantor Cabang yang melayani pelayanan kesehatan dari Badan Usaha luar tidak mengalami kerugian. Badan Usaha merupakan sumber pendapatan asli bagi Kantor Cabang, jadi masalah dalam pengiriman beban Pos Dalam Perjalanan memerlukan perhatian khusus agar Kantor Cabang tidak mengalami kerugian dalam menjalin kerja sama dengan suatu Badan Usaha. Penelitian yang akan akan diusulkan berkaitan dengan desain aplikasi bantu untuk memudahkan administrasi dan transfer Pos Dalam Perjalanan sehingga proses tersebut dapat berjalan lebih efektif dan efisien dari pada dilakukan secara manual. Dalam melakukan analisis dan desain aplikasi digunakan metode visual modeling diagram dengan Unified Modelling Language (UML) yang telah dikemas dalam software Relational Rose. Evaluasi terhadap sistem aplikasi eksisting dilakukan dengan melakukan pengamatan dan wawancara di lokasi wilayah kerja Kantor Askes Regional VII Jawa Timur dan Kantor Cabang di wilayahnya yang dipilih menjadi objek pengamatan. Aplikasi bantu yang dibuat diharapkan dapat menyediakan kemudahan fasilitas dalam transfer PDP sehingga manfaat dari transfer tersebut dapat digunakan. Untuk perhitungan laba rugi per Badan Usaha (BU) dan analisa kasus dan biaya pelayanan kesehatan yang nantinya dapat digunakan sebagai salah satu pertimbangan dalam penentuan besarnya premi asuransi. Dengan demikian dengan adanya alat bantu tersebut dapat meningkatkan kinerja di bagian Askes Komersial PT. Regional VII Jawa Timur

The service can be outside the city within the province or outside the province depending on the cooperation clause between PT. Askes and the Business Entity. The cost of health services arising from participants of the external BU is termed PDP (Post in Transit) which is temporarily borne by the Branch Office where the health service is provided. The PDP must be sent to the Branch Office where the Business Entity implements the PKS so that the Branch Office that serves health services from the external Business Entity does not suffer losses. The Business Entity is a source of original income for the Branch Office, so the problem of sending the Post in Transit load requires special attention so that the Branch Office does not suffer losses in cooperating with a Business Entity. The research that will be proposed is related to the design of an application to assist in facilitating the administration and transfer of Post in Transit so that the process can run more effectively and efficiently than if done manually. In conducting the analysis and application design, the visual modeling diagram method with the Unified Modeling Language (UML) which has been packaged in the Relational Rose software is used. Evaluation of the existing application system is carried out by conducting observations and interviews at the work area of the East Java Regional VII Health Office and Branch Offices in the area selected as the object of observation. The auxiliary application created is expected to provide easy facilities in PDP transfers so that the benefits of the transfer can be used. For the calculation of profit and loss per Business Entity (BU) and analysis of cases and health service costs which can later be used as one of the considerations in determining the amount of insurance premiums. Thus, with the existence of these auxiliary tools, performance in the Commercial Health Office of PT. Regional VII East Java can be improved
