Abstract

Sebagai pulau terbesar di wilayah Maluku Bagian Tengah, Pulau Seram memiliki potensi keunggulan bila dibandingkan dengan pulau-pulau lain di wilayah itu. Oleh pemerintah, Pulau Seram ditetapkan sebagai Kawasan Pengembangan Terpadu (KAPET) yang membuktikan bahwa Pulau Seram direncanakan sebagai wilayah andalan perekonomian masa depan. Kebijakan dalam menentukan lokasi strategis dermaga pelabuhan di Pulau Seram dilakukan dengan memperhatikan faktor-faktor pendukung seperti geografis, lintas/alur pelayaran, sarana dan prasarana, kontribusi bagi pengembangan wilayah yang merupakan kriteria dermaga pelabuhan sebagai standar kebutuhan nasional maupun intemasional. Kriteria-kriteria ini merupakan pertimbangan teknis dalam hal pengambilan keputusan penentuan prioritas lokasi dermaga pelabuhan yang strategis. Tentunya akan banyak pilihan atau alternatif lain yang akan menjadi pertimbangan, sehingga perlu dianalisa alternatif apa yang terbaik yang harus diambil. Penentuan prioritas lokasi strategis dermaga pelabuhan di Pulau Seram dianalisa dengan menggunakan metoda Analytical Hierarchy Process (AHP). Metoda ini dapat membantu pengambilan keputusan secara efektif dengan menyederhanakan persoalan yang kompleks dengan berbagai kriteria yang dihadapi. Metoda yang dipakai dalam penelitian ini membantu proses evaluasi atas alternatif-alternatifyang merupakan ukuran pencapaian tujuan utama Hasil penelitian yang berdasarkan kriteria jarak dermaga nasional dan lintas pelayaran nasional serta pelayaran lokal, kriteria fasilitas dan geografis, kriteria kontribusi bagi sektor lain terhadap alternatif lokasi pelabuhan: Amahai, Piru, Bu1a, Tehoru dan Wahai menghasilkan lokasi Amahai sebagai prioritas dermaga pelabuhan di pulau Seram

As the largest island in the Central Maluku region, Seram Island has the potential for excellence when compared to other islands in the region. The government has designated Seram Island as an Integrated Development Area (KAPET), which proves that Seram Island is planned as a mainstay area for the future economy. The policy in determining the strategic location of the port pier on Seram Island is carried out by considering supporting factors such as geography, shipping routes/lanes, facilities and infrastructure, contributions to regional development which are the criteria for the port pier as a standard for national and international needs. These criteria are technical considerations in terms of decision-making in determining the priority of the strategic location of the port pier. Of course, there will be many other choices or alternatives that will be considered, so it is necessary to analyze what the best alternative is to be taken. Determining the priority of the strategic location of the port pier on Seram Island is analyzed using the Analytical Hierarchy Process (AHP) method. This method can help make decisions effectively by simplifying complex problems with various criteria faced. The method used in this study helps the evaluation process of alternatives which are a measure of the achievement of the main objective. The results of the study based on the criteria for the distance of national piers and national shipping routes as well as local shipping routes, facility and geographical criteria, criteria for contributions to other sectors for alternative port locations: Amahai, Piru, Bu1a, ​​Tehoru and Wahai resulted in the location of Amahai as a priority port pier on Seram Island
