Abstract

Pemerintah Kota Surabaya sejak tahun 2013 mulai mencoba meningkatkan pola pengangkutan Hauled Container Systems (HCS) dengan truk armroll menjadi pola pengangkutan sampah Stationary Container Systems (SCS) pada TPS/LPS eksisting dengan truk compactor. Dengan pola pengangkutan sampah yang berbeda, maka berbeda pula waktu satu trip pengangkutan dan volume sampah terangkut per TPS/LPS dalam satu ritase pengangkutan. Penelitian tentang pola pengangkutan sampah HCS telah dilakukan sebelumnya, sedangkan penelitian tentang pola pengangkutan sampah SCS belum pernah dilakukan. Sebagai langkah awal penelitian ini, telah dilakukan analisis deskriptif dari kajian dan studi berbagai literature sehingga diperoleh 7 (tujuh) komponen aspek analisis pengaturan/pemrograman pengangkutan sampah. Untuk menganalisis kondisi eksisting dilakukan analisis teknis untuk memperoleh nilai faktor off route W tiap rute pengangkutan eksisting dan analisis aspek biaya. Kondisi ideal pengangkutan sampah pada penelitian ini telah dilakukan dengan dua skenario optimasi pengangkutan sampah. Dimana pada skenario optimasi pertama, kebutuhan ritase dipengaruhi oleh kapasitas maksimum compactor, sedangkan skenario optimasi kedua kebutuhan ritase dipengaruhi oleh tong sampah yang berbeda-beda jumlahnya per TPS/LPS. Penentuan rute pengangkutan dan volume serta jadwal pengangkutan kondisi ideal menggunakan algoritma Vehicle Routing Problem with Sequential Intertion yang memiliki fungsi objektif meminimalkan jumlah truk dan waktu pengangkutan dengan memaksimalkan kapasitas compactor. Hasil perbandingan adalah beban kerja seluruh truk compactor hampir merata, peningkatan jumlah ritase kondisi ideal seluruh trip menjadi 2 ritase, nilai faktor off route W kondisi ideal lebih baik yaitu antara 0,13 – 0,27 dan rata-rata waktu tunggu berkurang sampai hanya 1,31 jam per trip pengangkutan serta biaya total pengangkutan yang lebih ekonomis. Dari hasil penelitian ini, upaya perbaikan yang dapat dilakukan untuk meningkatkan pelayanan pengangkutan sampah dengan pola pengangkutan SCS adalah dengan penambahan 8 (delapan) TPS/LPS baru atau ± 6 (enam) rute pengangkutan baru oleh truk compactor dan penambahan jumlah tong sampah pada TPS/LPS lama dengan jumlah volume sampah yang besar. ============================================================================ As an improvement policy in municipal solid waste services, since 2013 Dinas Kebersihan dan Perta manan of Surabaya City has been implemented Stationary Container Systems (SCS) solid waste transportation system using compactor trucks at existing TPS/LPS. Different type of collection system from the old type of collection systems which is Hauled Contain er System (HCS) using armroll truck, will affect to the amount of transported solid waste at each TPS/LPS, pick up time and transportation time also. Research focused on HCS solid waste transportation system already had been done, therefore this research is focused on SCS solid waste transportation system using compactor truck. As the beginning step of this research, descriptive analysis from various literature already has been done to get seven solid waste transportation routing analysis components. There are two aspect of analysis to analyze existing condition of solid waste transportation. The first aspect is technical analysis that calculate value off route factor for each existing solid waste transportation route and the second aspect is financial analysis. This research also analyze ideal condition by optimizing solid waste transportation route and volume. There are two optimization scenarios that is distinguished by number of ritase basis determination. Algorithm of Vehicle Routing Problem with Sequential Insertion is apllied to get route, volume and schedule of solid waste transportation ideal condition. The objective functions of this algorithm are minimizing number of trucks and transportation time but maximizing the use of compactor capacity. The comparison results between existing and ideal conditions show that ideal solid waste transportation condition better than existing solid waste transportation condition because all trucks have equal workload, all ideal solid waste transportation trips have 2 ritase, the value off route factor reduced between 0.13 up to 0.27, average waiting time for each trip reduced to 1.31 hour and cheaper total transportation costs. The improvement actions to escalate solid waste transportation services based on this research are adding 8 (eight) new TPS/LPS’s or ±6 (six) new trip that the solid waste transportation is served by compactor trucks and addding mini bin of existing TPS/L PS’s which have large solid waste volume.
