Abstract

Institut Teknologi Kalimantan (ITK) telah menetapkan rencana pembangunan sebagai upaya untuk mencapai visi dan misinya dalam meningkatkan kualitas akademik dan tata kelola institusi. Salah satu faktor kunci dalam mendukung keberhasilan rencana ini adalah pengelolaan teknologi informasi yang efektif. Untuk memastikan bahwa pengelolaan teknologi informasi dikelola dengan baik dan selaras dengan kebutuhan institusi, diperlukan penerapan tata kelola teknologi informasi yang sesuai dengan standar serta menerapkan praktik terbaik. Penelitian ini bertujuan untuk memberikan rekomendasi perbaikan dan merancang model tata kelola teknologi informasi di Unit Penunjang Akademis Teknologi Informasi dan Komunikasi (UPA TIK) Institut Teknologi Kalimantan menggunakan framework COBIT 2019. Pemilihan subdomain objektif dilakukan berdasarkan analisis design factor yang menghasilkan 5 subdomain, yaitu EDM04, APO06, BAI01, BAI11, dan DSS01. Penilaian tingkat kapabilitas dilakukan menggunakan kuesioner berbasis skala Guttman, yang menghasilkan tingkat kapabilitas saat ini rata-rata di level 1 dan target yang diharapkan sebagian besar mencapai level 3. Hasil penelitian ini berupa rekomendasi untuk mendukung peningkatan level kapabilitas dan rancangan tata kelola teknologi informasi yang terdiri dari komponen tujuan, proses, indikator kinerja, output yang diharapkan, aktivitas, pemetaan tanggung jawab, skill yang dibutuhkan, dan budaya kerja. Rekomendasi dan rancangan tersebut telah melalui proses verifikasi dan dinyatakan dapat diterima oleh UPA TIK Institut Teknologi Kalimantan sebagai acuan dalam pengelolaan teknologi informasi dengan pendekatan framework COBIT 2019.

Institute of Technology Kalimantan (ITK) has established a development plan as an effort to achieve its vision and mission in improving academic quality and institutional governance. One of the key factors in supporting the success of this plan is effective information technology management. To ensure that information technology management is well managed and aligned with institutional needs, it is necessary to implement information technology governance that complies with standards and applies best practices. This research aims to provide recommendations for improvement and design an information technology governance model at the Information and Communication Technology Academic Support Unit (UPA TIK) Institute of Technology Kalimantan using the COBIT 2019 framework. The selection of objective subdomains was carried out based on design factor analysis which resulted in 5 subdomains, namely EDM04, APO06, BAI01, BAI11, and DSS01. Capability level assessment was conducted using a Guttman scale-based questionnaire, which resulted in an average current capability level at level 1 and expected targets mostly reaching level 3. The results of this research are in the form of recommendations to support the improvement of capability levels and the design of information technology governance consisting of components of objectives, processes, performance indicators, expected outputs, activities, responsibility mapping, required skills, and work culture. The recommendations and design have gone through a verification process and are declared acceptable by UPA TIK Institute of Technology Kalimantan as a reference in managing information technology with the COBIT 2019 framework approach.
