Abstract
Divisi Digital Business and Technology (DBT) berperan sebagai product factory dan in-house software development untuk produk dan layanan digital PT Telkom Indonesia. DBT menghadapi permasalahan terkait tingginya alokasi cost digital talent, mencapai 33,48% dari total anggaran tahunan dengan tren peningkatan setiap tahunnya. Untuk menjaga profitabilitas, DBT melakukan optimalisasi jumlah talent berdasarkan penilaian beban kerja (workload) secara objektif dan kuantitatif. Sebagai solusi, DBT mengembangkan aplikasi Workload Analysis Dashboard (WAD) sebagai IT tools untuk pengawasan dan penilaian beban kerja. Namun, implementasi WAD menghadapi kendala signifikan berupa rendahnya tingkat validitas hasil penilaian akibat celah fraud dalam proses pengisian data time spent yakni berupa mark up nilai oleh para talent. Time spent merupakan durasi penyelesaian suatu activity atau pekerjaan dalam satuan jam. Validitas yang rendah mengakibatkan ketidakakuratan dalam proses optimalisasi jumlah talent, sehingga upaya efisiensi anggaran menjadi tidak optimal dilakukan. Penelitian ini bertujuan untuk meningkatkan validitas dan efektivitas penilaian beban kerja digital talent pada WAD melalui evaluasi parameter time spent, serta perbaikan bisnis proses dan user experience menggunakan metode design thinking. Metode design thinking digunakan untuk menganalisis kendala yang dihadapi talent serta merancang solusi perbaikan iteratif berbasis kebutuhan pengguna. Hasil penelitian ini menunjukkan bahwa rendahnya validitas WAD tidak disebabkan oleh kelemahan parameter time spent, melainkan oleh 3 faktor utama: (1) tidak adanya mekanisme validasi dan batasan input; (2) UX yang tidak optimal terkait accessibility informasi perhitungan workload, dan (3) rentang nilai workload percentage (WP) yang tidak comply dan kurang relevan dengan kebutuhan talent. Dari sisi user experience (UX), talent menyatakan perlunya akses informasi yang mudah dan transparan terkait mekanisme perhitungan workload dan rentang nilai WP. Melalui proses design thinking, dihasilkan beberapa solusi perbaikan yang telah divalidasi, baik dari sisi bisnis proses maupun desain UI-UX aplikasi, meliputi: fitur normalisasi data time spent, user interface (UI) informatif terkait mekanisme perhitungan workload dan WP, fitur rekomendasi otomatis untuk mencapai status workload fit, informasi siklus pembaruan data, edukasi terkait pentingnya workload harus fit, serta reminder otomatis saat workload underload. Solusi ini diharapkan dapat mendukung manajemen DBT dalam pengambilan keputusan yang lebih akurat dan efisien terkait program optimalisasi talent.

The Digital Business and Technology (DBT) Division function as a product factory and in-house software development unit for PT Telkom Indonesia's digital products and services. DBT is currently facing a critical issue related to the high cost allocation for digital talent, reaching 33.48% of total annual budget and showing an upward trend yearly. DBT seeks to optimise the number of talents to sustain business profitability based on objective and quantitative workload assessments. To address this challenge, DBT developed the Workload Analysis Dashboard (WAD), an application designed to monitor and assess talent workload. However, the implementation of WAD has encountered a major issue, low validity of assessment results, caused by fraudulent data entry in time spent, specifically through markup values reported by talents. Time spent is duration of completing an activity or subtask in hours. Low validity results in inaccuracy in the process of talent optimisation, so that budget efficiency efforts are not optimal. This study aims to improve the validity and effectiveness of digital talent workload assessments conducted through WAD by evaluating time spent parameter and improving business processes and user experiences, using the design thinking method. Design thinking is used to analyse talent problems and iteratively develop solutions tailored to user needs. The findings of this study indicate that the low validity of WAD is not caused by the weakness of time spent parameter itself, but rather three key factors: (1) the absence of a validation mechanism and limitations in data input; (2) suboptimal UX related to accessibility of workload calculation information, and (3) range of workload percentage (WP) values that do not comply and are less relevant to talent needs. From a UX perspective, talents reported the need for easy and transparent access to information related to the workload calculation mechanism and range of WP values for each status. Based on the design thinking approach, several validated improvement solutions were produced, both from the business process side and UI-UX of application design. These include: time spent data normalization features, an informative user interface (UI) explaining workload and WP calculation mechanisms, automatic recommendation features to achieve workload fit status, data update cycle information, educational content on the importance of workload must be fit, and automated reminders for underloaded workload. These solutions are expected to support DBT management in making more accurate and efficient decisions regarding talent optimisation programs.
