Abstract

Badan Pendapatan Daerah Provinsi Jawa Timur (BAPENDA JATIM) memiliki peran strategis dalam mengelola pajak dan retribusi daerah sebagai sumber utama Pendapatan Asli Daerah (PAD). Namun, sistem pengelolaan dokumen administrasi seperti surat masuk, surat keluar, nota dinas, dan agenda kegiatan masih bergantung pada proses manual yang berpotensi menimbulkan inefisiensi, kesalahan pencatatan, dan kesulitan dalam pelacakan dokumen. Untuk mengatasi permasalahan tersebut, dikembangkan sistem informasi berbasis website yang terintegrasi untuk mengotomatisasi seluruh proses pengelolaan dokumen dan meningkatkan efisiensi operasional. Metodologi pengembangan mengikuti pendekatan sistematis yang dimulai dengan identifikasi kebutuhan melalui wawancara dan observasi langsung dengan tim Pengembangan Teknologi Informasi Pendapatan (PTIP) dan unit sekretariat BAPENDA JATIM. Sistem dirancang menggunakan arsitektur Model-View-Controller (MVC) dengan teknologi Next.js untuk frontend, Express.js untuk backend, dan MySQL sebagai sistem manajemen basis data. Pengembangan dilakukan secara agile dengan metode hybrid selama tiga bulan. Sistem yang dikembangkan mencakup fitur komprehensif meliputi autentikasi pengguna, manajemen surat masuk dengan sistem disposisi terintegrasi, pengelolaan surat keluar dan nota dinas, manajemen agenda kegiatan, ekspor data ke format Excel dan PDF, serta interface yang user-friendly. Pengujian sistem melalui unit testing, integration testing, dan user acceptance testing menunjukkan bahwa seluruh 14 kriteria pengujian berhasil terpenuhi dengan hasil yang memuaskan. Implementasi sistem informasi ini berhasil meningkatkan efisiensi administrasi dokumen, mengurangi ketergantungan pada proses manual, dan mendukung transformasi digital. Sistem ini juga memperkuat transparansi dan akuntabilitas penyelenggaraan pemerintahan daerah sesuai dengan visi good governance BAPENDA JATIM.

Badan Pendapatan Daerah Provinsi Jawa Timur (BAPENDA JATIM) has a strategic role in managing regional taxes and levies as the primary source of Regional Original Revenue commonly known as Pendapatan Asli Daerah (PAD). However, the administrative document management system such as incoming and outgoing letters, official memos, and activity agendas still relies on manual processes, which can lead to inefficiencies, recording errors, and difficulties in document tracking. To overcome these issues, an integrated web-based information system was developed to automate the entire document management process and improve operational efficiency. The development methodology followed a systematic approach, beginning with requirement identification through interviews and direct observations with the Pengembangan Teknologi Informasi Pendapatan (PTIP) team and the secretariat unit of BAPENDA JATIM. The system was designed using a Model-View-Controller (MVC) architecture, with Next.js for the frontend, Express.js for the backend, and MySQL as the database management system. The development process was conducted using a hybrid agile method over a period of three months. The developed system includes comprehensive features such as user authentication, incoming letter management with integrated disposition, management of outgoing letters and internal memos, activity agenda tracking, data export to Excel and PDF formats, and a user-friendly interface. System testing—through unit testing, integration testing, and user acceptance testing—demonstrated that all 14 test criteria were successfully met with satisfactory results. The implementation of this information system successfully improved administrative efficiency, reduced reliance on manual processes, and supported digital transformation. Furthermore, it enhanced transparency and accountability in regional governance in alignment with the good governance vision of BAPENDA JATIM.
