Abstract
Pengadaan barang dan jasa memegang peran strategis dalam mendukung efisiensi operasional dan pencapaian tujuan perusahaan, termasuk bagi PT PLN (Persero) sebagai BUMN terbesar di sektor ketenagalistrikan nasional. Namun, sistem evaluasi kinerja vendor yang berlaku saat ini dinilai belum optimal dalam memberikan penilaian yang holistik, objektif, dan terintegrasi antar unit kerja. Ketidakkonsistenan penggunaan subkriteria, subjektivitas penilaian, serta belum adanya segmentasi vendor menyebabkan proses pengadaan menjadi kurang efisien dan menyulitkan dalam proses pengambilan keputusan. Penelitian ini bertujuan untuk merancang ulang sistem evaluasi kinerja dan segmentasi vendor di PT PLN (Persero), dengan menggunakan pendekatan metode Analytical Hierarchy Process (AHP) dan Kraljic Matrix. Perancangan dilakukan melalui studi literatur, dokumentasi internal, observasi lapangan, serta focus group discussion (FGD) bersama para expert di lingkungan PLN. Sistem evaluasi yang diusulkan terdiri dari empat kriteria utama: manajerial, teknis, administrasi & keuangan, dan safety, dengan total 14 subkriteria. Selain itu, penelitian ini mengembangkan formulir evaluasi vendor berbasis bobot AHP dan merancang segmentasi vendor menjadi empat kategori: rutin, leverage, critical/bottleneck, dan strategis. Simulasi yang dilakukan pada lima unit kerja PLN terhadap satu vendor menunjukkan peningkatan konsistensi, efisiensi, dan objektivitas penilaian, dengan hasil evaluasi yang holistik dan segmentasi yang seragam. Sistem ini memberikan dasar bagi integrasi basis data vendor, memperkuat tata kelola pengadaan, serta mendukung pengambilan keputusan berbasis risiko dan nilai pengadaan. Hasil penelitian diharapkan menjadi acuan bagi implementasi sistem evaluasi dan segmentasi vendor secara terstandar di lingkungan PLN Holding, serta mendorong penguatan regulasi internal sebagai dukungan terhadap sistem yang diusulkan.

The procurement of goods and services plays a strategic role in supporting operational efficiency and achieving organizational objectives, particularly for PT PLN (Persero) as the largest state-owned enterprise in Indonesia's electricity sector. However, the existing vendor performance evaluation system is considered suboptimal in delivering holistic, objective, and integrated assessments across business units. Issues such as inconsistent use of subcriteria, subjective assessments, and the absence of vendor segmentation have resulted in inefficiencies and complications in procurement-related decision-making. This study aims to redesign the vendor performance evaluation and segmentation system at PT PLN (Persero) by adopting the Analytical Hierarchy Process (AHP) and Kraljic Matrix methodologies. The design process involved literature review, analysis of internal documentation, field observations, and focus group discussions (FGDs) with experts within the PLN organization. The proposed evaluation system includes four main criteria managerial, technical, administrative & financial, and safety encompassing a total of 14 subcriteria. Additionally, an AHP-based evaluation form was developed, and a vendor segmentation framework was constructed with four categories: routine, leverage, critical/bottleneck, and strategic. Simulation tests conducted on one vendor across five PLN units demonstrated improvements in consistency, efficiency, and objectivity, resulting in more comprehensive evaluations and standardized segmentation outcomes. The proposed system provides a foundation for integrating the vendor database, strengthening procurement governance, and supporting risk- and value-based decision-making. The findings of this study are expected to serve as a reference for the standardized implementation of vendor evaluation and segmentation systems across PLN Holding and to encourage the enhancement of internal regulations in support of the proposed model.
