Abstract
Peningkatan jumlah kapal pesiar yang bersandar di Pelabuhan Tanjung Benoa, Bali, mendorong kebutuhan akan sistem energi yang ramah lingkungan untuk mengurangi emisi gas buang saat kapal sandar. Dalam penelitian ini dilakukan perancangan sistem High Voltage Shore Connection (HVSC) dengan konfigurasi centralised sebagai solusi penyediaan listrik dari darat ke kapal. Tujuan utama penelitian adalah merancang sistem teknis HVSC, menganalisis kinerja kelistrikan, dan mengevaluasi kelayakan ekonominya. Metode penelitian meliputi studi literatur, perhitungan spesifikasi komponen, pemodelan sistem menggunakan perangkat lunak analisis kelistrikan untuk melakukan simulasi load flow dan analisis ekonomi berbasis NPV, PP, dan BCR. Hasil menunjukkan sistem terdiri dari tiga unit transformator (24 MVA, 23 MVA, dan 1000 kVA), satu unit konverter frekuensi (24 MVA), tiga busbar utama, serta sepuluh jalur kabel dengan penampang hingga 1000 mm². Sistem mampu melayani dua dermaga dengan total beban hingga 15,5 MW. Dengan simulasi Load Flow voltage drop dan power factor berhasil dimitigasi sehingga memenuhi standar IEEE 80005:1 untuk sistem HVSC dan IEC 60364-5-52 untuk sistem tegangan rendah. Nilai investasi (Capex) proyek ini sebesar Rp36.555.358.717 dan biaya operasional tahunan (Opex) sebesar Rp13.002.989.911. Harga pokok penjualan (HPP) ditetapkan sebesar Rp2.274/kW dengan harga jualnya adalah Rp2.957/kWh. Dalam proyeksi waktu 20 tahun didapat nilai NPV sebesar Rp131,3 miliar degann BCR sebesar 1,4, yang menunjukkan kelayakan finansial proyek. Dengan demikian, sistem HVSC dengan konfigurasi centralised layak diterapkan di Pelabuhan Tanjung Benoa dari aspek teknis maupun ekonomi.

The increasing number of cruise ships docking at Tanjung Benoa Harbor, Bali, drives the need for an environmentally friendly energy system to reduce exhaust emissions when ships are docked. In this research, a High Voltage Shore Connection (HVSC) system with centralized configuration is designed as a solution to supply electricity from land to ship. The main objectives of the research are to design the HVSC technical system, analyze its electrical performance, and evaluate its economic feasibility. The research methods include literature study, calculation of component specifications, system modeling using electrical analysis software to perform load flow simulation and economic analysis based on NPV, PP, and BCR. The results show that the system consists of three transformer units (24 MVA, 23 MVA, and 1000 kVA), one frequency converter unit (24 MVA), three main busbars, and ten cable lines with cross sections of up to 1000 mm². The system is capable of serving two docks with a total load of up to 15.5 MW. With Load Flow simulation voltage drop and power factor were successfully mitigated to meet the IEEE 80005:1 standards for HVSC systems and IEC 60364-5-52 for low voltage systems. The investment value (Capex) of this project is IDR 36,555,358,717 and the annual operating cost (Opex) is IDR 13,002,989,911. The cost of goods sold (COGS) is set at IDR 2,274/kW with a selling price of IDR 2,957/kWh. In a 20-year projection, the NPV value of Rp131.3 billion and the BCR of 1,4 were obtained.
