Abstract
Perkembangan teknologi dan kebutuhan akan energi yang lebih bersih mendorong Indonesia untuk beralih dari kendaraan berbahan bakar fosil ke kendaraan listrik. Pemerintah Indonesia telah mengambil langkah-langkah untuk mempercepat adopsi kendaraan bermotor listrik berbasis baterai melalui Instruksi Presiden Indonesia Nomor 7 Tahun 2022 tentang Penggunaan Kendaraan Bermotor Listrik Berbasis Baterai sebagai Kendaraan Dinas Operasional dan/atau Kendaraan Perorangan Dinas Instansi Pemerintah Pusat dan Pemerintah Daerah. PT. PLN (Persero), sebagai penyedia listrik utama di Indonesia, menghadapi tantangan serupa. Salah satu langkah strategis yang dapat dilakukan adalah dengan penggunaan mobil listrik sebagai kendaraan operasional pelayanan teknik. Namun, sebelum implementasi luas, diperlukan kajian mendalam terkait berbagai aspek, termasuk kendala teknis, biaya, dan pemilihan kendaraan yang tepat. Penelitian ini bertujuan untuk mengevaluasi potensi implementasi mobil listrik sebagai kendaraan pelayanan teknik PT. PLN (Persero). Metode yang digunakan dalam penelitian ini meliputi Failure Mode and Effect Analysis (FMEA) untuk mengidentifikasi potensi kegagalan dan langkah pencegahannya, serta kombinasi Analytical Hierarchy Process (AHP) dan Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE) untuk menentukan peringkat alternatif mobil listrik yang paling sesuai berdasarkan kriteria finansial, teknis, dan operasional. Hasil penelitian menunjukkan bahwa FMEA dapat merekomendasikan beberapa alternatif kendaraan berdasarkan spesifikasi minimal yang diperoleh dari analisis Risk Priority Number (RPN), sehingga dapat dijadikan dasar dalam proses lelang pengadaan serta pengembangan fasilitas pendukung stasiun pengisian kendaraan listrik. Selanjutnya, kombinasi AHP dan PROMETHEE menunjukkan bahwa mobil listrik BYD M6 standart merupakan alternatif pertama sebagai kendaraan pelayanan teknik PLN. Penerapan tiga metode tersebut membantu meminimalkan risiko kegagalan, memastikan efisiensi operasional, dan mendukung transisi energi bersih sesuai target perusahaan dan kebijakan nasional.

Technological developments and the need for cleaner energy are pushing Indonesia to switch from fossil fuel vehicles to electric vehicles. The Indonesian government has taken steps to accelerate the adoption of battery-based electric motor vehicles through Presidential Instruction of Indonesia Number 7 of 2022 concerning the use of battery-based electric motor vehicles as operational service vehicles and/or personal vehicles of central government agencies and regional governments. PT.PLN (Persero), as the main electricity provider in Indonesia, is facing similar challenges. One strategic step that can be taken is to use electric cars as operational vehicles for technical services. However, before widespread implementation, an in-depth study is needed regarding various aspects, including technical constraints, costs, and the selection of the right vehicle. This research aims to evaluate the potential for implementing electric cars as technical service vehicles for PT. PLN (Persero)'s technical service vehicles. The methods used in this research include Failure Mode and Effect Analysis (FMEA) to identify potential failures and preventive measures, as well as a combination of Analytical Hierarchy Process (AHP) and Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE) to determine the most suitable electric car alternative ranking based on financial, technical and operational criteria. The research results show that FMEA can recommend several alternative vehicles based on minimum specifications obtained from the risk priority number (RPN) analysis, so that it can be used as a basis for the procurement auction process and the development of supporting facilities for electric vehicle charging stations. Furthermore, the combination of AHP and PROMETHEE shows that the BYD M6 standart electric car is the number 1 alternative as a PLN technical service vehicle. Implementing these three methods helps minimize the risk of failure, ensures operational efficiency, and supports the clean energy transition in line with company targets and national policies.
