Abstract

Desa wisata di Indonesia terus berkembang dan menjadi salah satu motor penggerak ekonomi kreatif masyarakat. Keberadaan desa wisata memberi ruang bagi masyarakat lokal untuk berperan aktif dalam pengelolaan dan promosi potensi desa, baik alam maupun budaya. Salah satunya adalah Desa Wisata Cisande yang berhasil masuk dalam 50 besar Anugerah Desa
Wisata Indonesia (ADWI) tahun 2021. Keberhasilan ini tidak lepas dari partisipasi masyarakat yang aktif dalam proses pengembangan desa wisata. Penelitian ini bertujuan untuk
menganalisis bentuk partisipasi masyarakat dalam mendukung keberhasilan tersebut, ditinjau dari tahapan partisipasi, serta bentuk partisipasi berdasarkan gagasan, tenaga, material, keterampilan, dan sosial. Selain itu, penelitian ini juga mengkaji faktor-faktor yang mendorong dan menghambat motivasi masyarakat untuk berpartisipasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus deskriptif. Teknik pengumpulan data
dilakukan melalui observasi, wawancara mendalam, dokumentasi, dan kajian literatur. Informan dipilih dengan teknik purposive sampling. Hasil penelitian menunjukkan partisipasi masyarakat selama mengikuti rangkaian kegiatan ADWI paling aktif pada tahap pelaksanaan dan pemanfaatan hasil dengan bentuk partisipasi yang beragam. Sementara itu, partisipasi pada tahap pengambilan keputusan dan evaluasi masih belum merata dan inklusif. Faktor pendorong
partisipasi antara lain rasa memiliki terhadap desa (sense of place), harapan peningkatan ekonomi, serta pengaruh dari pihak luar. Adapun faktor penghambat meliputi rendahnya
pemahaman akibat tingkat pendidikan yang masih rendah, serta jenis pekerjaan dan jumlah penghasilan yang memengaruhi waktu dan prioritas warga dalam berpartisipasi.

Tourism villages in Indonesia continue to grow and become one of the driving forces behind the creative economy of the community. The existence of tourism villages provides
space for local communities to play an active role in managing and promoting the potential of their villages, both natural and cultural. One such example is Cisande Tourism Village, which successfully made it into the top 50 of the 2021 Indonesian Tourism Village Awards (ADWI).
This success is inseparable from the active participation of the community in the development process of the tourism village. This study aims to analyze the forms of community participation in supporting this success, reviewed from the stages of participation, as well as the forms of
participation based on ideas, labor, materials, skills, and social aspects. Additionally, this study also examines the factors that encourage and hinder community motivation to participate. This study uses a qualitative approach with a descriptive case study method. Data collection
techniques were conducted through observation, in-depth interviews, documentation, and literature review. Informants were selected using purposive sampling. The results of the study indicate that community participation during the ADWI program was most active during the implementation and utilization stages, with diverse forms of participation. Meanwhile, participation in the decision-making and evaluation stages was still uneven and not inclusive.
Factors driving participation include a sense of belonging to the village (sense of place), hopes for economic improvement, and external influences. Barriers to participation include low levels of understanding due to low educational attainment, as well as the type of work and income levels that affect residents' time and priorities in participating.
