Abstract
Penelitian ini membahas implementasi tata kelola teknologi informasi di PT Telkom Akses area BALINUSRA menggunakan framework COBIT 2019. COBIT 2019 dipilih karena kemampuannya dalam mengevaluasi dan menyelaraskan strategi teknologi informasi dengan tujuan bisnis. Penelitian ini dilakukan dengan landasan COBIT 2019 yang dimana menghasilkan tiga subdomain BAI11 : Managed Projects, APO12 : Managed Risks dan BAI04 : Managed Availability & Capacity.
Metodologi yang digunakan meliputi studi literatur, pengumpulan data lapangan, peni- laian kondisi, evaluasi, dan penyusunan rekomendasi. Penelitian ini mengidentifikasi kesen- jangan pada aspek manajemen risiko, keamanan data, dan keselarasan IT dengan bisnis, serta memberikan rekomendasi untuk perbaikan. Studi literatur mendukung pemahaman yang komprehensif terhadap COBIT 2019 terkhusus pada tiga subdomain subdomain BAI11 : Managed Projects, APO12 : Managed Risks dan BAI04 : Managed Availability & Capacity.
Hasil analisis menunjukan kondisi saat ini pada subdomain BAI11 : Managed Projects ( Level 3), APO12 : Managed Risks ( Level 2 )dan BAI04 : Managed Availability & Capacity ( Level 3 ) dan terdapat satu gap level pada masing-masing subdomain. Untuk mengoptimalkan manajemen risiko dan keamanan informasi ditawarkan solusi dan rekomendasi aksi untuk mengoptimalkan celah yang ada. Audit dan evaluasi rutin harus dilakukan secara berkala untuk meninjau efektivitas pelaksanaan rekomendasi serta pelatihan keamanan informasi dan tata kelola risiko harus diperluas kepada seluruh unit kerja, khususnya tim TI dan manajemen proyek, agar penerapan framework COBIT 2019 merata dan konsisten.

This research discusses the implementation of IT governance at PT Telkom Akses, BAL- INUSRA area, using the COBIT 2019 framework. COBIT 2019 was chosen for its ability to evaluate and align IT strategies with business objectives. The study is based on COBIT 2019 and focuses on three subdomains BAI11: Managed Projects, APO12: Managed Risks, and BAI04: Managed Availability & Capacity.
The methodology used includes literature review, field data collection, condition assessment, evaluation, and the formulation of recommendations. The study identifies gaps in risk management, data security, and IT-business alignment, and provides recommendations for improvement. The literature review supports a comprehensive understanding of COBIT 2019, particularly in the three subdomains BAI11: Managed Projects, APO12: Managed Risks, and BAI04: Managed Availability & Capacity.
The analysis results show the current conditions for the subdomainsBAI11: Managed Projects, APO12: Managed Risks, and BAI04: Managed Availability & Capacity., each having a one-level gap. To optimize risk management and information security, solutions and recommended actions are proposed to address the existing gaps. Regular audits and evaluations must be conducted periodically to review the effectiveness of recommendation implementation, and information security and risk governance training should be expanded to all work units, especially the IT team and project management, to ensure consistent and widespread adoption of the COBIT 2019 framework.
