Abstract

Penelitian ini bertujuan untuk menganalisis tingkat partisipasi masyarakat dalam proses transformasi Wilayah X menjadi Kawasan Ekonomi Khusus (KEK) di Batam, menelusuri berbagai faktor yang memengaruhi tingkat partisipasi tersebut, serta mengevaluasi dampaknya terhadap keberhasilan pembangunan KEK. Transformasi ini turut mencakup relokasi penduduk dari Wilayah X ke Wilayah Y, sebagai bagian dari kebijakan strategis pemerintah dalam rangka mendorong pertumbuhan ekonomi, menciptakan lapangan kerja, dan memperkuat posisi Batam sebagai pusat industri dan logistik. Studi ini menggunakan metode kualitatif deskriptif, dengan teknik pengumpulan data berupa wawancara mendalam, observasi partisipatif, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa partisipasi masyarakat berlangsung pada berbagai tahapan, mulai dari perencanaan, pelaksanaan, hingga evaluasi proyek pembangunan KEK. Tingkat partisipasi dipengaruhi oleh beberapa faktor, seperti kondisi sosial, ekonomi, politik, dan budaya. Meskipun terdapat komitmen untuk melibatkan masyarakat, tantangan seperti keterbatasan akses informasi, hambatan komunikasi, serta perbedaan kepentingan antar kelompok masyarakat masih ditemukan. Partisipasi yang optimal terbukti dapat meningkatkan efektivitas pembangunan, meminimalisir resistensi, dan memperkuat keberlanjutan manfaat ekonomi bagi masyarakat lokal. Penelitian ini merekomendasikan perlunya strategi partisipatif yang lebih inklusif dan kolaboratif dalam setiap tahap transformasi KEK, agar manfaat pembangunan dapat dirasakan secara adil oleh seluruh masyarakat. Temuan ini diharapkan dapat menjadi masukan penting bagi pemerintah dan pemangku kepentingan dalam merancang kebijakan pembangunan ekonomi berbasis partisipasi masyarakat.

This study aims to analyze the level of community participation in the transformation process of Region X into a Special Economic Zone (SEZ) in Batam, to identify the various factors influencing that participation, and to evaluate its impact on the success of SEZ development. The transformation also includes the relocation of residents from Region X to Region Y as part of the government's strategic policy to drive economic growth, create employment opportunities, and strengthen Batam’s position as an industrial and logistics hub. This research employs a descriptive qualitative method, using data collection techniques such as in-depth interviews, participatory observation, and document analysis. The findings indicate that community participation occurs at various stages, including planning, implementation, and evaluation of the SEZ development project. The level of participation is influenced by several factors, such as social, economic, political, and cultural conditions. Although there is a commitment to involve the community, challenges such as limited access to information, communication barriers, and conflicting interests among community groups still exist. Optimal participation has proven to enhance development effectiveness, minimize resistance, and strengthen the sustainability of economic benefits for local communities. This study recommends the need for more inclusive and collaborative participatory strategies at every stage of the SEZ transformation, to ensure that the benefits of development are equitably shared among all members of society. These findings are expected to provide valuable input for the government and stakeholders in designing community-based economic development policies.
