Abstract
Provinsi Sulawesi Selatan memiliki potensi energi terbarukan yang besar. Namun, pemanfaatan potensi tersebut menghadapi tantangan besar terkait intermitensi pembangkit energi terbarukan yang dapat memengaruhi stabilitas jaringan listrik. Battery Energy Storage System (BESS) mendapatkan perhatian yang cukup tinggi pada sistem ketenagalistrikan modern karena mampu meningkatkan bauran energi terbarukan untuk mengatasi intermitensi yang timbul akibat penetrasi pembangkit energi terbarukan seperti energi surya dan energi angin. BESS juga mampu menyediakan beberapa layanan untuk mengatasi permasalahan pada jaringan transimisi tenaga listrik seperti power frequency regulation, voltage support, energy management, dan black start sehingga dapat menjaga fleksibilitas dan keandalan jaringan tenaga listrik. Pemilihan lokasi BESS yang tepat menjadi kunci untuk memaksimalkan keuntungan dari instalasi BESS tersebut. Tiga kriteria ini digunakan untuk mengevaluasi empat lokasi gardu induk (GI) yang menjadi alternatif. Diantaranya adalah GI Panakkukang, GI Jeneponto, GI Sidrap, dan GI Bantaeng. Tiga kriteria dan empat alternatif yang telah disebutkan diatas akan dioptimalisasi prioritas dan pembobotannya dengan menggunakan Multi Criteria Decision Making (MCDM). Metode MCDM yang dipilih adalah kombinasi Analytical Hierarchy Process dan Technique for Order of Preference by Similiarity to Ideal Solution (AHP-TOPSIS). AHP memungkinkan identifikasi bobot kriteria secara terstruktur dan mendalam, sementara TOPSIS menawarkan pendekatan sederhana dan sistematis untuk memilih alternatif terbaik berdasarkan keuntungan maksimal dan biaya minimal. Kombinasi kedua metode ini memberikan analisis yang akurat dan komprehensif dalam mendukung pengambilan keputusan. Identifikasi bobot kriteria dilakukan dengan melibatkan responden dari internal PT. PLN Sulawesi Selatan dan responden diluar PT. PLN Persero. GI Sidrap menjadi pilihan lokasi dengan prioritas terbaik. Sementara itu, GI Bantaeng menjadi pilihan lokasi dengan prioritas terendah. Sensitivity Analysis juga telah dilakukan pada penelitian ini. Hasil penelitian ini diharapkan bisa mendukung kestabilan jaringan tenaga listrik dan meningkatkan akselerasi pemanfaat energi terbarukan.

The province of South Sulawesi has significant renewable energy potential. However, harnessing this potential has substantial challenges, particularly regarding the intermittency of renewable energy generation, which can affect the stability of the power grid. The Battery Energy Storage System (BESS) has garnered considerable attention in modern power systems due to its ability to increase the share of renewable energy and mitigate intermittency issues arising from the integration of renewable energy sources such as solar and wind power. BESS can also provide various services to address problems in power transmission networks, including power frequency regulation, voltage support, energy management, and black start capability, thereby maintaining the flexibility and reliability of the power grid. The proper selection of BESS locations is crucial for maximizing the benefits of its installation. Three criteria are used to evaluate four substation locations as alternatives: Panakkukang Substation, Jeneponto Substation, Sidrap Substation, and Bantaeng Substation. These three criteria and the four alternatives will be prioritized and weighted using a Multi-Criteria Decision-Making (MCDM) approach. The selected MCDM method combines the Analytical Hierarchy Process (AHP) and the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS). AHP enables the identification of criteria weights in a structured and detailed manner, while TOPSIS offers a straightforward and systematic approach to selecting the best alternative based on maximum benefit and minimum cost. The combination of these two methods provides an accurate and comprehensive analysis to support the decision-making process. The identification of criteria weights is conducted by involving respondents from within PT. PLN South Sulawesi as well as respondents from outside PT. PLN (Persero). Sidrap substation becomes the best location while Bantaeng substation becomes the worst. Sensitivity Analysis also conducted on this research. The result of this study might be valuable for consideration to maintain the grid stabilization and accelerate the utilization of renewable energy.
