Abstract
Indonesia memiliki potensi besar di sektor pariwisata, salah satunya kawasan Puncak di Kabupaten Bogor yang terkenal dengan wisata alamnya. Pesatnya aktivitas pariwisata mendorong pertumbuhan ekonomi informal seperti Pedagang Kaki Lima (PKL), namun juga menimbulkan permasalahan ketertiban dan kebersihan. Pemerintah merelokasi pedagang kaki lima dari area Cibeureum hingga Puncak Pass ke Rest Area Gunung Mas. Penelitian ini bertujuan untuk menganalisis dampak sosial dan ekonomi pasca relokasi terhadap pedagang serta diharapkan dapat memberikan masukan kepada pengelola dan pemerintah dalam melakukan relokasi. Metode yang digunakan adalah kualitatif dengan pendekatan studi kasus. Hasil penelitian menunjukkan bahwa dari aspek sosial, pedagang memiliki persepsi beragam terhadap kebijakan relokasi. Sebagian besar pedagang merasa lokasi kios kurang strategis dan sepi pengunjung. Hubungan sosial antar pedagang tetap baik meskipun terkadang timbul rasa kecemburuan akibat ketimpangan jumlah pengunjung. Dari aspek ekonomi, pendapatan pedagang menurun dan biaya operasional meningkat. Hal ini menyebabkan sebagian besar pedagang belum mampu mempekerjakan tenaga kerja. Pada sisi lain, relokasi ini memberikan dampak positif di mana usaha-usaha mendapatkan pengakuan berupa legalitas usaha dalam bentuk kepemilikan Nomor Induk Berusaha (NIB). Dengan demikian, penelitian ini menunjukkan bahwa relokasi yang diterapkan di kawasan pariwisata Puncak, Bogor memberikan dampak positif berupa peningkatan kenyamanan pedagang dalam menjalankan usaha, hubungan sosial yang terjaga baik terutama dalam peningkatan solidaritas pedagang, dan perubahan legalitas usaha pedagang dengan kepemilikan NIB. Sedangkan, untuk dampak negatifnya berupa penurunan pendapatan, peningkatan biaya operasional, dan tata letak kios yang kurang menguntungkan pedagang sehingga dapat mengganggu kenyamanan pedagang dalam menjalankan usaha. Maka dari itu, diperlukan adanya pengembangan dan evaluasi berkelanjutan agar tujuan awal dari relokasi ini dapat tercapai secara maksimal serta berdampak positif bagi berbagai pihak.

Indonesia has great potential in the tourism sector, one of which is the Puncak area in Bogor Regency, which is famous for its natural attractions. The rapid growth of tourism activities has driven the growth of the informal economy, such as street vendors (PKL), but it has also caused problems with order and cleanliness. The government has relocated street vendors from the Cibeureum area to Puncak Pass to the Gunung Mas Rest Area. This study aims to analyze the social and economic impacts of the relocation on vendors and is expected to provide insights to managers and the government in conducting relocations. The method used is qualitative with a case study approach. The results of the study show that, from a social perspective, vendors have diverse perceptions of the relocation policy. Most vendors feel that the kiosk locations are less strategic and have fewer visitors. Social relationships among vendors remain good, although occasional feelings of jealousy arise due to disparities in visitor numbers. From an economic perspective, vendors' incomes have decreased, and operational costs have increased. This has led most vendors to be unable to hire workers. On the other hand, the relocation has positive impacts, as businesses have gained recognition in the form of business legality through the issuance of a Business Identification Number (NIB). Thus, this study shows that the relocation implemented in the Puncak tourism area in Bogor has positive impacts, including improved comfort for vendors in running their businesses, maintained social relationships—particularly enhanced solidarity among vendors—and changes in business legality through the issuance of NIBs. However, the negative impacts include a decrease in income, increased operational costs, and an unfavorable kiosk layout that may disrupt the comfort of merchants in running their businesses. Therefore, continuous development and evaluation are necessary to ensure that the initial objectives of this relocation are achieved maximally and have positive impacts for all parties involved.
