Abstract

Pemanasan global melalui Paris Climate Agreement menyebabkan pemerintah menerapkan program Net Zero Emissions (NZE) atau nol bersih emisi. Penerapan program tersebut dapat diaplikasikan menggunakan teknologi Carbon Capture Storage (CCS). Selain itu, Pemerintah Indonesia juga mengupayakan terwujudnya program hilirisasi di berbagai sektor. Program hilirisasi ini diharapkan tidak hanya memberi nilai tampah tetapi juga memperkuat struktur industri dan ketahanan pangan nasional, khususnya pada daerah Papua. Sehingga pembangunan pabrik blue ammonia atau amonia biru mempunyai prospek yang cukup besar untuk menjawab tantangan tersebut. Pabrik blue ammonia yang akan didirikan pada Kabupaten Teluk Bintuni, Papua Barat memiliki kapasitas produksi per tahun sebesar 850.000 ton. Pada Teluk Bintuni terdapat cadangan gas alam yang dapat mencapai 20 Tcf. Pabrik akan didirikan pada tahun 2027 dan beroperasi pada tahun 2029. Pabrik akan menggunakan modal pribadi sebesar 30% dan pinjaman sebesar 70%. Pemenuhan kapasitas produks ammonia diperlukan Investasi total sebesar $493.062.454 dan OPEX sebesar $308.234.429. Hasil analisa pabrik ini dapat memiliki Internal Rate of Return (IRR) sebesar 14,2%, Net Present Value (NPV) sebesar $266.810.413,9, Pay Out Time (POT) 8 tahun, dan Break Even Point (BEP) 45,86%. Dari hasil analisa ekonomi pabrik ini dapat menghasilkan keuntungan apabila dibangun.

Global warming through the Paris Climate Agreement has caused the government to implement the Net Zero Emissions (NZE) program. The implementation of this program can be applied using Carbon Capture Storage (CCS) technology. In addition, the Indonesian Government is also working to realize downstream programs in various sectors. This downstream program is expected to not only provide value but also strengthen the industrial structure and national food security, especially in the Papua region. So that the construction of a blue ammonia factory has quite large prospects to answer these challenges. The blue ammonia factory to be established in Teluk Bintuni Regency, West Papua has an annual production capacity of 850,000 tons. In Teluk Bintuni, there are natural gas reserves that can reach 20 Tcf. The factory will be established in 2027 and operating in 2029. The plant will use 25% personal capital and 70% loans. Fulfillment of ammonia production capacity requires a total investment of $493.062.454 and OPEX of $308.234.429. The results of the analysis of this plant can have an Internal Rate of Return (IRR) of 14,2%, a Net Present Value (NPV) of $266.810.413,9, a Pay Out Time (POT) of 8 years, and a Break Even Point (BEP) of 45,86%. From the results of the economic analysis, this plant can generate profits if built.
