Abstract
Meningkatnya aktivitas pertambangan di wilayah terpencil mendorong pembangunan infrastruktur energi, seperti pembangkit listrik mulut tambang. PLTU PT XYZ merupakan pembangkit listrik mulut tambang yang telah beroperasi sejak tahun 2018 dan menghasilkan produksi limbah flys ash & bottom ash (FABA) sebesar 27424 Ton dalam lima tahun terakhir. Hal ini menyebabkan kapasitas penampungan FABA menjadi overload. Sebagai solusi, PT XYZ telah melakukan upaya pemanfaatkan FABA sebagai bahan baku produk batako dan paving, namun diperlukan adanya pemanfaatan lain untuk dapat memaksimalkan pemanfaatan FABA. Penelitian ini bertujuan untuk menghitung analisis ekonomi dari alternatif pemanfaatan FABA sehingga didapatkan rancangan pemanfaatan FABA dan proporsi pemanfaatan yang optimal. Penelitian ini diawali dengan analisis kebutuhan pemanfaatan FABA dan penyerapan FABA di area sekitar PLTU PT XYZ, kemudian dilanjutkan analisis ekonomi untuk mendapatkan nilai Return on Investment (ROI), Payback Period (PP) dan Cost-Benefit Ratio (CBR). Hasil penelitian ini menunjukkan bahwa pemanfaatan FABA sebagai bahan baku ready mix memiliki nilai ROI tertinggi (119%) dan PP tercepat (0.57 tahun). Pemanfaatan FABA sebagai pembenah tanah memiliki nilai CBA tertinggi sebesar 3.00, menunjukkan efisiensi biaya terhadap manfaat paling besar diantara alternatif lain. Pemanfaatan FABA sebagai bahan baku produk batako dan paving dan road base tetap layak dikembangkan karena menunjang nilai tambah produk dan fungsi ekologis. Berdasarkan rasio cost-benefit, kinerja finansial dan relevansi kebutuhan infrastruktur, didapatkan proporsi optimal alternatif pemanfaatan FABA:, Road Base (27%), Pembenah Tanah (27%), Ready Mix (25%) Batako & Paving (22%).

The increasing mining activities in remote areas encourage the development of energy infrastructure, such as mine-mouth power plants. PLTU PT XYZ is a mine-mouth power plant that has been operating since 2018 and has produced 27,424 tons of flys ash & bottom ash (FABA) waste in the last five years. This causes the FABA storage capacity to be overloaded. As a solution, PT XYZ has made efforts to utilize FABA as a raw material for brick and paving products, but other uses are needed to maximize the use of FABA. This study aims to calculate the economic analysis of alternative FABA utilization so that an optimal FABA utilization design and utilization proportion are obtained. This study begins with an analysis of the need for FABA utilization and FABA absorption in the area around PLTU PT XYZ, then continues with an economic analysis to obtain the Return on Investment (ROI), Payback Period (PP) and Cost-Benefit Ratio (CBR) values. The results of this study indicate that the use of FABA as a raw material for ready mix has the highest ROI value (119%) and the fastest PP (0.57 years). The use of FABA as a soil conditioner has the highest CBA value of 3.00, indicating the greatest costto-benefit efficiency among other alternatives. The use of FABA as a raw material for brick and paving products and road base remains feasible to be developed because it supports product added value and ecological functions. Based on the cost-benefit ratio, financial performance and relevance to infrastructure needs, the optimal proportion of alternative FABA utilization is obtained: Road Base (27%), Soil Conditioner (27%), Ready Mix (25%) Brick & Paving (22%).
