Abstract
Di era persaingan bisnis yang semakin kompleks, PT X sebagai perusahaan distribusi alat kesehatan menghadapi berbagai risiko strategis yang dapat menghambat pencapaian kinerja. Saat ini, pendekatan manajemen risiko yang digunakan masih terbatas pada identifikasi risiko tanpa keterkaitan langsung dengan strategi bisnis, sehingga diperlukan sistem yang lebih sistematis dan terukur. Penelitian ini bertujuan untuk merancang sistem manajemen risiko berbasis Risk-Based Performance Management (RBPM) dengan pendekatan Strategy Objective at Risk (SOAR), yang mengintegrasikan strategi, risiko, dan kinerja. Tahapan dilakukan melalui identifikasi strategi objektif dan KPI, penurunan risiko, penyusunan risk metrics, serta penilaian risiko berdasarkan aspek financial, market, dan operational. Dari 31 KPI, diperoleh 46 risiko dengan 10 risiko utama ditetapkan sebagai Key Risk Indicator (KRI) menggunakan metode AHP. Selain itu, ditetapkan strategi risk response berupa tolerate, treat, transfer, dan terminate untuk masing-masing risiko prioritas. Hasil akhir berupa risk scorecard dan dashboard profil risiko disusun untuk memudahkan pemantauan dan pengambilan keputusan berbasis risiko. Sistem ini diharapkan mampu meningkatkan efektivitas mitigasi dan mendukung pencapaian kinerja perusahaan secara berkelanjutan.

In the era of globalization and increasingly complex business competition, the medical device distribution sector faces various risk challenges. PT X, as one of the medical device distribution companies in Indonesia, also encounters risks that may hinder the achievement of its strategic objectives. Currently, the applied risk management approach is limited to general identification without direct alignment to business strategies, highlighting the need for a more systematic and measurable system. This study aims to design a risk management system based on the Risk-Based Performance Management (RBPM) framework using the Strategy Objective at Risk (SOAR) methodology, which integrates strategy, risk, and performance. The stages include identifying strategic objectives and KPIs, deriving risks, defining risk metrics, and assessing risks based on financial, market, and operational aspects. From 31 KPIs, 46 risks were identified, with 10 key risks determined as Key Risk Indicators (KRIs) using the AHP method. Furthermore, appropriate risk response strategies were developed, including tolerate, treat, transfer, and terminate actions for each prioritized risk. The final outputs include a risk scorecard and a risk profile dashboard, designed to facilitate risk monitoring and support risk- informed decision-making. This system is expected to enhance mitigation effectiveness and support the sustainable achievement of company performance.
