Abstract
Kebutuhan baja nasional terus meningkat setiap tahunnya, sementara lebih dari 45% masih dipenuhi melalui impor. Padahal, Indonesia memiliki potensi cadangan bijih besi laterit yang signifikan, namun belum dimanfaatkan secara optimal. PT Sebuku Iron Lateritic Ores (PT SILO), sebagai perusahaan pengolahan bijih besi laterit, berupaya merespons tantangan ini melalui peningkatan efisiensi dan nilai tambah proses produksi memakai dua teknologi utama: Rotary Kiln (RK) untuk menciptakan sponge iron, dan Electric Arc Furnace (EAF) untuk memproduksi baja cair (pig iron). Permasalahan utama dalam penelitian ini ialah bagaimana mengevaluasi kontribusi sistem teknologi RK dan EAF terhadap output produksi secara menyeluruh serta menentukan sistem mana yang lebih layak diterapkan berdasarkan aspek teknis dan ekonomi. Penelitian ini tujuannya untuk mengevaluasi kontribusi teknologi RK dan EAF menggunakan pendekatan Teknometrik, dengan menilai empat komponen sistem teknologi: Technoware, Humanware, Inforware, dan Orgaware (THIO), serta menganalisis kelayakan ekonomi masing-masing sistem menggunakan indikator keuangan dan sensitivitas risiko. Metode yang dipakai meliputi penghitungan Technology Contribution Coefficient (TCC) untuk setiap teknologi berdasarkan tingkat kemutakhiran (state of the art), derajat kecanggihan (degree of sophistication), dan intensitas penggunaan. Selain itu, dilakukan analisis ekonomi memakai indikator NPV, IRR, B/C Ratio, dan Payback Period, serta sensitivitas terhadap variabel biaya dan suku bunga. Hasil penelitian memperlihatkan bahwa kedua teknologi masuk kategori semi-modern, dengan nilai TCC RK sejumlah 0,7588 dan EAF sejumlah 0,7563. Namun, komponen Humanware dan Inforware memperlihatkan kontribusi terendah, sehingga menjadi prioritas perbaikan. Dari sisi ekonomi, EAF memperlihatkan kinerja yang lebih unggul dibandingkan RK, baik dalam skenario optimistis maupun pesimistis. Temuan ini mengarah pada rekomendasi transformasi teknologi secara bertahap dari RK menuju EAF, dengan penekanan pada peningkatan SDM, digitalisasi sistem informasi, dan perbaikan manajemen teknologi. Output utama dari penelitian ini ialah model evaluasi kontribusi teknologi berbasis teknometrik dan rangka strategi perbaikan teknologi yang terintegrasi dengan kelayakan ekonomi, sebagai dasar pengambilan keputusan investasi yang lebih presisi di industri pengolahan mineral.

The increasing demand for steel in Indonesia continues to outpace domestic production, with over 45% still reliant on imports. This is despite Indonesia's significant potential in lateritic iron ore reserves, which remain largely underutilized. PT Sebuku Iron Lateritic Ores (PT SILO), as a lateritic iron ore processing company, seeks to address this challenge by enhancing production efficiency and added value through two core technologies: Rotary Kiln (RK) for producing sponge iron, and Electric Arc Furnace (EAF) for producing molten pig iron. The main problem addressed in this research is how to evaluate the technological contributions of RK and EAF systems comprehensively and determine which system is more feasible to implement from both technical and economic perspectives. This study aims to assess the contribution of RK and EAF technologies using a technometric approach, focusing on four technological components: Technoware, Humanware, Inforware, and Orgaware (THIO). Furthermore, the study analyzes the economic feasibility of both systems using financial indicators and sensitivity risk analysis. The methodology includes calculating the Technology Contribution Coefficient (TCC) for each technology based on the degree of sophistication, state of the art, and intensity of use. Additionally, the economic analysis employs indicators such as Net Present Value (NPV), Internal Rate of Return (IRR), Benefit-Cost Ratio (B/C Ratio), and Payback Period, along with sensitivity analysis on cost and interest rate variables. The results show that both technologies fall into the semi-modern category, with TCC values of 0.7588 for RK and 0.7563 for EAF. However, Humanware in RK and Inforware in EAF are identified as the weakest contributing components, highlighting priority areas for improvement. From an economic perspective, EAF outperforms RK across all financial indicators under both optimistic and pessimistic scenarios. These findings lead to a recommendation for a gradual transformation from RK to EAF, emphasizing workforce development, information system digitization, and technological management enhancement. The primary output of this research is the development of a technology contribution assessment model based on technometric analysis, integrated with economic feasibility evaluation, providing a strategic foundation for more precise technology and investment decision-making in the mineral processing industry.
