Abstract
Studi kelayakan sedang dilakukan untuk memanfaatkan kembali infrastruktur pipa gas lepas pantai pasca-operasi yang masih memiliki umur layak operasi sebagai Pembangkit Listrik Tenaga Panas Laut (PLTPL). PLTPL ini tidak hanya menghasilkan listrik ramah lingkungan, tetapi juga menawarkan manfaat tambahan seperti produk pertanian dan akuakultur. Analisis Zielorientierte Project Planning (ZOPP) sebagai bentuk perencanaan partisipatif dengan pemangku kepentingan lokal menunjukkan potensi PLTPL multifungsi sebagai proyek percontohan energi terbarukan berkapasitas 20 kW. Selain listrik, PLTPL ini akan memproduksi air desalinasi, produk agrikultur, dan perikanan tambak untuk meningkatkan nilai ekonomi. Secara finansial, alih fungsi pipa migas secara signifikan mengurangi biaya investasi awal PLTPL menjadi Rp4.910.085.630, jauh lebih rendah dibandingkan instalasi pipa baru yang mencapai Rp10.640.899.260. Levelized Cost of Electricity (LCOE) PLTPL alih fungsi juga lebih rendah, yaitu Rp6.950 per kWh, dibandingkan Rp9.892 per kWh untuk alternatif lain. Meskipun Net Present Value (NPV) kedua sistem awal menunjukkan kerugian hanya dari penjualan listrik (Rp -9.257.195.189 untuk alih fungsi dan Rp -14.988.008.818 untuk pipa baru), penambahan produk turunan mengubah proyek menjadi sangat menguntungkan. Pendapatan tahunan dari produk turunan diproyeksikan mencapai Rp4.109.340.867, menghasilkan NPV positif sebesar Rp27.829.800.636. Hal menunjukkan kelayakan investasi yang tinggi dengan adanya diversifikasi produk pada PLTPL.

Feasibility studies are underway to repurpose post-operational offshore gas pipeline infrastructure that still has a viable lifespan for an Ocean Thermal Energy Conversion (OTEC) plant. This OTEC plant would not only generate environmentally friendly electricity but also offer additional benefits such as agricultural and aquaculture products. A participatory Zielorientierte Project Planning (ZOPP) analysis with local stakeholders highlights the potential for a multifunctional OTEC plant as a 20 kW renewable energy pilot project. Beyond electricity, this OTEC plant would produce desalinated water, agricultural products, and pond fisheries to enhance its economic value. Financially, the repurposing of gas pipelines significantly reduces the OTEC plant's initial investment cost to Rp4,910,085,630, which is substantially lower than the Rp10,640,899,260 required for new pipeline installation. The Levelized Cost of Electricity (LCOE) for the repurposed OTEC is also lower at Rp6,950 per kWh, compared to Rp9,892 per kWh for the alternative. While the Net Present Value (NPV) for both initial systems shows losses from electricity sales alone (Rp -9,257,195,189 for repurposing and Rp -14,988,008,818 for new pipelines), the addition of derivative products transforms the project into a highly profitable venture. Annual revenue from derivative products is projected to reach Rp4,109,340,867, resulting in a positive NPV of Rp27,869,800,636. This demonstrates a high investment viability through product diversification in an OTEC Plant.
