Abstract

Penelitian ini bertujuan untuk melakukan evaluasi penyebab dan dampak serta tindakan mitigasi yang dapat dilakukan untuk menghindari dan mengurangi dampak risiko yang akan berpengaruh terhadap waktu, biaya dan mutu pada proyek pembangunan kapal tanker Medium Range (50.000 DWT) pengangkut Clean Petroleum Product (CPP) milik PT.X. Dalam penelitian ini, digunakan metode Relative Importance Index (RII) sebagai pendekatan kuantitatif untuk menentukan tingkat kepentingan atau prioritas setiap risiko berdasarkan persepsi responden. Lalu upaya untuk menghindari penyebab dan mengurangi dampak dianalisis menggunakan Bow Tie Analysis. Hasil analisis menunjukkan bahwa risiko dengan nilai tertinggi pada dampak waktu dan dampak biaya adalah Change Order, dengan masing-masing nilai Importance Index 48,08% dan 48,98%. Sedangkan pada dampak mutu, risiko tertinggi berasal dari Pengadaan Material dari Vendor yang Tidak Terverifikasi dengan nilai 63,27%. Berdasarkan hasil tersebut, penelitian ini merekomendasikan penerapan berbagai preventive dan recovery barriers untuk menekan kemungkinan terjadinya risiko maupun dampaknya terhadap keberhasilan proyek secara keseluruhan, lalu dilanjutkan dengan pencarian escalation factor dan mitigation escalation, dalam rangka memitigasi kemungkinan-kemungkinan terburuk.

This study aims to evaluate the causes and impacts as well as mitigation actions that can be taken to avoid and reduce the impact of risks that will affect time, cost and quality in the Medium Range (50,000 DWT) tanker construction project transporting Clean Petroleum Product (CPP) owned by PT.X. In this study, the Relative Importance Index (RII) method is used as a quantitative approach to determine the level of importance or priority of each risk based on respondents' perceptions. Finally, efforts to avoid causes and reduce impacts were analyzed using Bow Tie Analysis. The analysis results show that the risk with the highest value on time impact and cost impact is Change Order, with Importance Index values of 48.08% and 48.98% respectively. While on the quality impact, the highest risk comes from Material Procurement from Unverified Vendors with a value of 63.27%. Based on these results, this study recommends the implementation of various preventive and recovery barriers to reduce the likelihood of risk occurrence and its impact on overall project success, then continued with the search for escalation factors and mitigation escalation, in order to mitigate the worst possibilities.
