Abstract

Penerapan Sistem Pemerintahan Berbasis Elektronik (SPBE) merupakan amanat Peraturan Presiden Nomor 95 Tahun 2018 yang bertujuan untuk meningkatkan efisiensi birokrasi dan kualitas layanan publik. Untuk mendukung integrasi serta interoperabilitas layanan pemerintah, telah ditetapkan Peraturan Presiden Nomor 132 Tahun 2022 mengenai Arsitektur SPBE Nasional sebagai panduan teknis pelaksanaan SPBE secara menyeluruh. Penelitian ini bertujuan untuk merancang arsitektur SPBE pada Pemerintah Kabupaten Sikka guna meningkatkan indeks domain tata kelola SPBE. Urgensi penelitian terletak pada belum tersedianya dokumen arsitektur SPBE di Kabupaten Sikka, sementara nilai domain tata kelolanya masih tergolong rendah dan belum memenuhi indikator yang ditetapkan oleh pemerintah pusat. Tanpa kerangka arsitektur yang terstandar, pelaksanaan SPBE berisiko berjalan tanpa arah yang jelas, terfragmentasi, serta kurang efisien. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi dokumen. Objek kajian meliputi struktur organisasi, layanan publik, serta sistem teknologi informasi yang digunakan. Rancangan arsitektur disusun berdasarkan enam domain utama yang termuat dalam Arsitektur SPBE Nasional, yaitu: proses bisnis, data dan informasi, layanan, aplikasi, infrastruktur, dan keamanan. Hasil penelitian mencakup: Rancangan kebijakan internal SPBE yang menjadi dasar pelaksanaan SPBE di lingkungan pemerintah daerah; Dokumen arsitektur SPBE yang menggambarkan keterkaitan dan integrasi antar-domain secara menyeluruh; dan Standar Operasional Prosedur (SOP) sebagai pedoman untuk mendukung implementasi arsitektur secara konsisten dan berkesinambungan. Rancangan ini diharapkan dapat menjadi acuan dalam meningkatkan kualitas tata kelola SPBE serta mendorong akselerasi transformasi digital di Kabupaten Sikka.

The implementation of the Electronic-Based Government System (SPBE) in Indonesia is mandated by Presidential Regulation No. 95 of 2018, which aims to improve bureaucratic efficiency and the quality of public services. To support the integration and interoperability of government services, Presidential Regulation No. 132 of 2022 on the National SPBE Architecture has been established as a technical guideline for the comprehensive implementation of SPBE. This study aims to design an SPBE architecture for the Sikka Regency Government to improve the SPBE governance domain index. The urgency of this research lies in the absence of SPBE architecture documents in Sikka Regency, while its governance domain score remains low and fails to meet the indicators set by the central government. Without a standardized architecture framework, the implementation of SPBE risks being carried out without a clear direction, fragmented, and inefficient. This research uses a qualitative approach with data collection techniques through interviews, observations, and document studies. The objects of study include organizational structure, public services, and the information technology systems used. The architecture design is based on six main domains outlined in the National SPBE Architecture: business processes, data and information, services, applications, infrastructure, and security. The research findings include: An internal SPBE policy framework serving as the basis for SPBE implementation within the local government; SPBE architecture documents that describe the interrelationships and integration between domains in a comprehensive manner; and Standard Operating Procedures (SOPs) as guidelines to support consistent and sustainable implementation of the architecture. This design is expected to serve as a reference for improving the quality of SPBE governance and accelerating digital transformation in Sikka Regency.
